Recommendation to Reissue Request for Proposals to Enhance Facility Permit Processing Software and Database


At its May 12, 1995 meeting, the Board authorized the release of Request for Proposals (RFP) 9495-36 seeking a contractor to enhance RECLAIM facility permit processing software and further streamline day-to-day RECLAIM permit processing. The resultant Facility Permit Processing Module will be used to process permit application for RECLAIM facilities.

In accordance with the District's Consultant Selection Policy and Procedure, a public notice inviting bids was published in the Los Angeles Times, La Opinion, the Orange County Register, the San Bernardino Sun, the Riverside Press Enterprise, the Los Angeles Sentinel, and the M/W/DVBE Source, and also was communicated through the AQMD BBS and the RFP/Bid Information Line. RFPs were distributed to 164 prospective bidders.

When the bidding closed on June 20, six firms had responded to the RFP and one had submitted a "No Bid" letter. All proposals received were reviewed by an evaluation panel consisting of staff from Stationary Source Compliance, Planning, and Information Management with expert advice provided by Dr. Michael Klosky, Chairman of the Computer Information Systems Department, California State Polytechnic University/Pomona. After careful review of all six proposals, the evaluation panel found that no one bidder was fully qualified to undertake the entire program based on past experience. The panel recommended reissuing the RFP with an expanded definition of the problem and the District's needs.

This recommendation was reviewed and approved by the Administrative Committee on July 21, 1995.

THEREFORE IT IS RECOMMENDED THAT YOUR BOARD

--Approve the reissue of RFP #9495-36, renumbered 9596-15, to Enhance Facility Permit Processing Software and Database.
