I. Minutes

The minutes of the June 22, 1995, monthly meeting were approved, as submitted, and are provided as Attachment 1.

II. Summary of Key Agenda Items

Fiscal Year 1995-97 AB 2766 Discretionary Work Program: Bidders' Conference and Technical Workshops

Requests for Proposals for the Fiscal Year 1995-97 Work Program were released on July 14, 1995, and ads appeared in several newspapers throughout the Basin, including major ethnic community newspapers, the following week. To assist potential bidders in submitting qualified proposals in response to the Requests for Proposals, the MSRC has scheduled a Bidders' Conference on Thursday, August 3, 1995, from 2:30-5:30 p.m. in the District's Auditorium. It is anticipated that approximately 150 potential proposers will attend. To provide further assistance to potential bidders, for the first time the MSRC has also scheduled a series of technical workshops as listed below:

The closing dates for the RFPs are 5:00 p.m., Tuesday, September 19, 1995. I will keep you posted on the response to the RFPs and the evaluation process.

Contract Modification Requests

As recommended by its Technical Advisory Committee, the MSRC approved the following six contract modifications:

1) For the City of Norwalk Contract #C95019, a scope change in fuel type from CNG to Propane to implement a shuttle service;

2) For the City of Los Angeles Contract #C94011, a seven-month contractual term extension to establish a child care facility;

3) For AeroVironment Inc. Contract #C94038, a reallocation of funds and a 5% contract increase totaling $5,850 to develop an advanced electric motorcycle;

4) For Caltrans District 8 Contract #C94048, a nine-month contractual term extension to manage and operate an environmental transportation automotive technology center;

5) For Clean Air Now Contract #C94049, a seven and one-half month contractual term extension to convert three vehicles to hydrogen fuel and establish a fueling facility; and

6) For Calstart Contract #C94028, a three and one-half month contractual term extension ?for what.

In addition, although I voted against the motion, the MSRC denied a cost schedule change for the Warner Center TMO Contract #C95021 which established a smart shuttle rail feeder service. The requested change would have changed providers and substantially increased costs while reducing the emissions reduction benefits. The MSRC instead agreed to continue the contract for one month at the new provider rate to allow a reasonable notice period to the current ridership and requested that the Warner Center work with Commuter Transportation Services to find other alternative work transportation for the riders. Because the contractor changed providers at the higher rate before obtaining MSRC approval, the Committee also authorized an ad-hoc subcommittee, of which I was appointed chair, to address the issue of the differential costs, which amount to approximately $18,000, for the new provider for the months of June and July. At this time the subcommittee has not yet met to resolve this issue.

The MSRC also received and filed a report on "Scope Changes Handled Administratively by the AQMD Contract Administrator" which included four short-term, no-cost contract modifications on the Los Angeles County MTA Contracts #C94007 and #C94008, Acurex Environmental Contract #C94043, and Commuter Transportation Services Contract #C93035.

Receipt and Approval of Final Report

The MSRC received and approved four final reports, as follows:

1) Commuter Transportation Services., Inc., Contract #C0039, for a Vanpool Quick Start Program, with $136,100 in AB 2766 funding;

2) City of Long Beach Contract #C93038, for a CNG fueling and conversion project and purchase of CNG vehicles, with $380,000 in AB 2766 funding;

3) City of Laguna Beach Contract #C93040, for the conversion to Propane of police partol vehicles for the Laguna Beach Police Department, with $33,450 in AB 2766 funding; and

4) Kuhn Farms Contract #C94023, for the construction of a freight intermodal facility, with $141,000 in AB 2766 funding.

All final reports for the AB 2766 Discretionary Program can be viewed in the District's Library.

Promotional Video for AB 2766 Discretionary Program

The MSRC discussed developing a promotional video for the AB 2766 Discretionary Program using at minimum footage from our July 14 Governing Board at which the FY 1995-97 RFPs were unanimously approved after receiving testimony from 32 speakers, 28 of whom spoke eloquently in support of the programs. The video could be provided to Legislators and others unfamiliar with or not in favor of the AB 2766 Discretionary Program. The MSRC directed its Technical Advisory Committee to further explore this idea and return with cost estimates and a recommendation. If the MSRC decides to produce the video, I will provide each of you copies for your use and information.

AQMD Contract Administrator Report

The District's AB 2766 Contract Administrator provided a written contract status report on all past fiscal year programs and a FY 1995-97 update. This Contract Administrator report is provided for your information as Attachment 2.

III. Next Meeting

The MSRC's next regularly scheduled meeting is Thursday, August 24, 1995, at 1:30 p.m. in the Conference Room CC8.
