On June 9, 1995, the Board approved the release of Request for Proposal (RFP) #9495-39 for new business computer hardware and software to replace the District's Data General Aviion Computers and to evaluate the feasibility of replacing the Ingres database software, as recommended by KPMG-Peat Marwick in their most recent triennial performance audit. A public notice inviting bids was published in accordance with the District's Consultant Selection Policy and Procedure. The RFP was mailed to 66 vendors.
Five responses to the hardware portion of the RFP were received (Attachment A). These were evaluated and rated by a selection committee in accordance with the evaluation criteria specified in the RFP. The computer hardware was evaluated on configuration, future expandability, company stability, annual maintenance cost, and overall system performance. Overall system performance was the most critical selection criteria and was determined by benchmarking District-supplied programs. The Digital computer solution proposed by Mikon Computer Systems had the best overall performance of all systems proposed, with the lowest commensurate cost-per-unit performance increase.
Based on the results of the evaluation (Attachment B), staff recommends executing a five-year Technology Management Maintenance Service (TMMS) lease with Mikon Computer Systems through AVNET for Digital computer hardware at an annual lease cost of $258,215.20. The AVNET Computer TMMS lease provides the District an upgrade credit of $354,312 at Month 37 of the lease term. The recommended business computer system will allow effective deployment of systems to support currently defined programs such as Title V and RECLAIM.
Two vendors submitted proposals for relational database software (Attachment A). A comparison of features, functionality, third-party product support, data integrity and data security, ease of application development, and cost showed that Oracle currently has an edge over Ingres. However, the costs associated with converting existing District software applications from Ingres to Oracle is estimated at $1,600,000. Ingres' newly released product, "Open Ingres", incorporates many functional and performance enhancements contained in Oracle and closes the gap on some of the differences identified between the two products. Therefore, based on cost considerations, staff recommends executing a five-year lease with Computer Associates for Ingres relational database software with an upgrade to "Open Ingres" at an annual cost of $99,080.14.
For the remainder of this year, to initiate these leases, $200,000 is included in the Information Management FY 1995-96 approved budget. Approximately $360,000 will be budgeted annually through FY 1999-2000 to cover the remainder of the leases. This $360,000 will cover the annual lease costs from AVNET and Computer Associates.
This project was presented to the Administrative Committee and was approved at its meeting on October 27, 1995.
THEREFORE, IT IS RECOMMENDED THAT YOUR BOARD
--Approve a five-year Technology Management Maintenance Service (TMMS) lease with Mikon Computer Systems through AVNET Computers for an annual lease cost not to exceed $258,215.20 with a technology upgrade credit.
--Approve a five-year lease for Ingres relational database software with an upgrade to "Open Ingres" with Computer Associates for an annual lease cost not to exceed $99,080.14.
