SYNOPSIS: This report highlights AQMD rulemaking activity for 1995 and beyond. Beginning this month, upcoming public workshops are noted, both in the regular calendar and in a separate list at the end of the report. A VOC RECLAIM update is provided below.

A public workshop on the VOC RECLAIM Technology Assessment Report was held November 9, 1995 in the Auditorium. Revised draft Allocations were mailed to facilities in mid-November in preparation for two public workshops on Allocations December 6, 1995. Public workshops on draft VOC rules will be held December 14 and 15, 1995. On January 18, 1996, there will be a Board Study Session at which a status report on the key design issues of the program will be discussed. In particular, the following issues will be presented: (1) Allocations and Attainment, (2) Technology Assessment and Rates of Reduction, and (3) Recordkeeping and Enforcement. A draft environmental assessment will be available in mid-January. The proposed VOC program will be considered by the Board on April 26, 1996.
