Recommendation to Recognize Revenue and Appropriate Funds To Be Received from the Environmental Protection Agency Under the Section 105 Grant Program

In August, 1994, the South Coast Air Quality Management District (District), acting on behalf of the BACM (Best Available Control Measures) Working Group, received $250,000 in Fiscal Year (FY) 1994 Section 105 Grant monies to fund fast-track fugitive dust (PM10) emissions inventory improvement projects. Of those funds, up to five percent were authorized for administrative support to the BACM Working Group. The U.S. Environmental Protection Agency (EPA) has requested that the District apply for an additional $10,454 to augment the previous grant by providing additional administrative support to the BACM Working Group. That application was submitted to, and subsequently awarded by the EPA.

Pursuant to the terms of SB 1928, the public has been provided with a 30-day advance notice of the District's intention to supplement its budget with these EPA funds. Staff recommends that your Board recognize and appropriate $10,454 to Planning and Policy's Professional & Special Services Account in the FY 1995-96 Budget.

The project was reviewed and approved by the Administrative Committee on June 23, 1995.

THEREFORE IT IS RECOMMENDED THAT YOUR BOARD

--Recognize $10,454 in revenue from the EPA upon receipt of Section 105 grant.

--Appropriate $10,454 from Undesignated Fund Balance to Planning & Policy's Professional and Special Services Account to support the BACM Working Group.
