Recommendation to Receive and Allocate Environmental Protection Agency Funds for the Market Incentives Conference

On January 24 and 25, 1995, the AQMD in conjunction with the Environmental Protection Agency (EPA), hosted a Market Incentives Conference at the Diamond Bar Headquarters. The conference was attended by representatives from the AQMD, the Air Resources Board, the EPA, and nine states in various stages of developing market incentives programs.

The AQMD is designated to receive $10,000 in EPA supplemental 105 Grant funds to help offset program costs, including the costs incurred by those persons who attended the conference from out-of-state. Staff recommends Board approval of accepting these funds as an indication of our support for other air quality agencies involved in market incentives programs. The recommendation was reviewed and approved by the Administrative Committee, at their June 23, 1995 meeting.

Since receipt of funds from EPA constitutes a budget supplement within the meaning of the Health and Safety Code Section 40520.5(d), notice of this proposed supplement was published in the L.A. Daily Journal, San Bernardino Sun, Riverside Press Enterprise, Orange County Register, and Inland Valley Bulletin.

THEREFORE, IT IS RECOMMENDED THAT YOUR BOARD

-- Recognize $10,000 in revenue from the U.S. Environmental Protection Agency.

-- Appropriate $10,000 from the Undesignated Fund Balance to the Stationary Source Compliance, Services and Supplies Major Object.
