Recommendation to Implement the Home Rule Working Group

On March 10, 1995 the Governing Board approved the Executive Officer's Goals and Objectives for 1996 which contained the District's Mission Statement, and as a part of that, the recently adopted Business Clean Air Partnership. In the Business Clean Air Partnership, Point VI, a "Home Rule Working Group" (THE GROUP) is to be established, in partnership with the regulated community, to eliminate duplicative local, state and federal requirements.

THE GROUP will stand as a coalition of Southern California business leaders, environmental representatives, and air quality regulators who are jointly committed to streamlining regulatory compliance while developing strategies to seek reasonable and realistic approaches to attaining clean air goals.

THE GROUP will accomplish this Home Rule objective by providing regional comments on pending legislation and regulatory proposals that have the potential to affect the regional economy. THE GROUP will focus on proposals that impose duplicative and/or burdensome requirements that provide little or no environmental benefit and thus should be reviewed for comment and recommendations by those affected.

The proposed membership will consist of twenty-nine (29) Board-appointed members. The proposed composition of THE GROUP is attached for the Board's review.

Both the Administrative Committee and the Executive Council have approved the establishment of THE GROUP and concur with the proposed membership.

THEREFORE, IT IS RECOMMENDED THAT YOUR BOARD

--Authorize the implementation of the Home Rule Working Group.

--Approve the proposed membership of THE GROUP.
