At its March 10, 1995 meeting, the Board approved a Request for Quotation (RFQ) for security guard services at the District's Diamond Bar Facility.
In accordance with Section VI (B) of the District's Contracting and Purchasing Policy, a Public Notice Inviting Bids was published in the Los Angeles Times, Orange County Register, Riverside Press Enterprise, San Bernardino Sun, and the La Opinion on March 15 and 22, 1995; the Los Angeles Sentinel on March 15, 1995; The M/W/DVBE Source on March 15, 1995; Contracts Register in Vol XIV, Issue 6; AQMD BBS on March 10, 1995; and RFP/Bid Information Line on March 10, 1995. RFQs were distributed to 48 prospective bidders. Out of the 37 bidders who attended the mandatory bidders conference, 21 responded with bids (see Attachment). Bidding closed at 2:00 pm on April 21, 1995.
After considerable RFQ analysis, confirming each vendor's ability to perform scope of work, checking the references, and evaluating the proposals for their cost effectiveness, Wells Fargo Guard Services was the successful bidder with the highest points and the second lowest annual bid amount. Staff is recommending that Wells Fargo Guard Services be granted the award of the contract.
The recommendation was reviewed and approved by the Administrative Committee at its meeting on June 23, 1995.
THEREFORE, IT IS RECOMMENDED THAT YOUR BOARD
--Award the bid for security guard services at the District's Diamond Bar Facility to Wells Fargo Guard Service for a three year period beginning August 10, 1995 through August 9, 1998.
--Authorize the Chairman to execute the agreement with Wells Fargo Guard Service in the amount of $206,734 per year not to exceed $620,202 for the three-year term of the contract.
