Mobile Source Committee Report

The Mobile Source Committee met on Friday, June 16, 1995. Major items discussed included: Update on the 1994 AQMP; Rule 1501.1 Implementation; Rule 1501 ETC Update Training; SCAG's Conformity MOU; Rule 1501/ISRs Activity Report; and, EIR Report.

A summary of these topics and the Committee's comments are provided in Attachment I. An attendance roster is provided in Attachment II.

The next Mobile Source Committee meeting will be held on Friday, July 28, 1995, in Conference Room CC-8 at 9:00 a.m.

TOPICS

1. Update on the 1994 AQMP

Staff gave a status report (Attachment III) on the 1994 Air Quality Management Plan (AQMP) that was adopted by the Board in September of 1994. Staff highlighted actions that had been taken by the California Air Resources Board (CARB) and Environmental Protection Agency (EPA). CARB actions included a Long-Range Mobile Source Control Program, consumer products and pesticide measures, replacing all Federal Implementation Plan (FIP) proposals with the State Implementation Plan (SIP) proposals and approving the AQMP stationary measures.

At the federal level, the District is anticipating conditional or full approval of the SIP from EPA. The FIP has been rescinded by Act of Congress. Two issues remain: 1) Funding for scrappage programs; and, 2) Obtaining credits for national standards of locomotives.

Staff reported that the motor vehicle emission factor revisions have not been fully completed by CARB. CARB is working to finalize the numbers and staff will update the Board when the revised numbers are available.

No amendments to the 1994 AQMP are needed at this time.

2. Progress Report on Rule 1501.1 Implementation

Staff presented a status report (Attachment IV) of work completed thus far, working group issues and on-going efforts by staff. Staff reported that a public briefing was held on June 14th with over 300 people in attendance. Staff presented hypothetical case studies to attendees and walked through calculation methodologies which illustrated potential cost savings from the alternative strategies. Attendees were also briefed on proposed program registration forms, other simplified calculation procedures and the establishment of an Air Quality Investment Program.

Staff stated that a working group will be established to address pending issues. Chairwoman Haggard asked staff if they were working with Hughes on remote sensing. Staff stated that the District was working with Hughes on remote sensing and with Nissan and Edison on other pilot projects on an informal basis. The results are expected to be a positive experience for the participating companies with their emission targets possibly being reduced.

Chairwoman Haggard asked if staff had shared the new EMFAC emission factors with each county. Staff stated that the factors needed to be finalized with CARB. Staff will then format the information and disseminate it to each county.

Boardmember Ron Loveridge asked if the listed participants on the Rule 1501.1 handout indicated the level of interest in the program. Staff stated that as more companies became familiar with the specifics of Rule 1501.1, participation would increase. Staff reported that all companies in the Regulation XV database had been notified of Rule 1501.1 implementation meetings and approximately 1/2 of the attendees at the public briefing indicated that they were not familiar with the alternatives. Staff will continue to inform interested individuals.

Chairwoman Haggard asked if there is any local government interest in Rule 1501.1. Staff reported that the City of Whittier and the City of Irvine attended the public briefing and expressed interest in participating in the program. Staff asked the committee if there was a need to have a special training meeting for cities. Chairperson Haggard stated that this type of meeting would be very useful and staff will conduct such a meeting.

Staff also informed the Committee of the Legislative Committee actions that occurred on Friday, June 16th. Staff reported that the Legislative Committee had placed Rule 1501 and Indirect Source Rules (ISRs) on the July Board agenda to allow the Board to make a policy position on proposed legislation. Staff stated that there may be implications at the state & federal level if Rule 1501 or the ISRs were altered to reduce anticipated emission reductions. A motion was made for the MSC to participate in the upcoming Legislative Committee which is scheduled for Friday, June 23rd. The committee approved the motion.

The committee requested staff to give them an update on legislative bills that affect trip reduction and ridesharing. Catherine Witherspoon, SCAQMD Director of Intergovernmental Affairs, gave committee members an update of 8 proposed trip reduction or ridesharing bills that are currently pending in the state legislature. As proposed, these bills will affect both state and federal mandates.

3. Status Report on ETC Update Training

Staff stated that a pamphlet is currently being developed and will be used as an option to certify Employee Transportation Coordinators (ETCs). ETCs will be required to read the entire pamphlet and return a voucher indicating that they read it in its entirety. The District will continue to offer training sessions in lieu of or in addition to reading the pamphlet. Staff indicated that the training sessions will be free of charge to those who attend and will be scheduled at public buildings to reduce costs. An announcement (Attachment V) has been sent out to affected employers to notify them of the changes.

Staff will also continue to move forward on offering training via videotape/cassette and computer disk.

4. Update on SCAG's Conformity MOU

Staff gave an update on the status of the Transportation Conformity Memorandum of Understanding (MOU) (Attachment VI). There are currently fifteen participating agencies which will need to approve and sign the MOU. CARB will be responsible for obtaining EPA, Federal Highway Administration (FHWA), and Federal Transportation Administration (FTA) signatures. The Southern California Association of Governments (SCAG) will obtain the remaining signatures. The Transportation Conformity MOU will be an amendment to the SIP and will require staff to hold a public hearing. The MOU is scheduled to go before the Board in October 1995. FHWA is the only waivering entity that has expressed concerns about signing the MOU. FHWA does not feel that they need to be a part of the MOU because of the supremacy clause in the U.S. Constitution.

5. Rule 1501/ISRs Activity Report

Staff distributed a copy of a revised report (Attachment VII) that condenses and summarizes ISR and Rule 1501 activities. Boardmember Soto asked if cities were being sent information regarding regulations which may affect businesses in their communities. Staff stated that cities would be asked to actively participate in upcoming task forces. Boardmember Soto stated that information should be directed to city managers and staff, similar to AB2766 program outreach efforts. Staff indicated that there will be informational workshops for special events centers in August 1995 as well as upcoming workshops for other ISRs.

The committee asked Board Chairman Mikels to provide ongoing updates on REACH (Reduce Emissions and Congestion on Highways) meetings and relevant information that pertains to the MSC. Board Chairman Mikels stated that results conducted by D.J. Smith of Smith & Kempton indicated that congestion was not considered an issue of high concern by those who were part of the survey. The draft results should be available within a month. Staff will add the REACH update as a committee agenda item for future MSC meetings.
