June 22, 1995, Meeting

I. Minutes

The minutes of the May 25, 1995, monthly meeting were approved, as submitted, and are provided as Attachment 1. [In addition, the MSRC ratified the actions which had been taken at the May 25, 1995, meeting by a committee of the whole because of the lack of a quorum.]

II. Summary of Key Agenda Items

Re-Election of Current MSRC Chair and Vice-Chair

The MSRC re-elected Mayor John Longville, representing the Southern California Association of Governments, and Council Member Gwenn Norton-Perry, representing the San Bernardino Associated Governments, as the MSRC Chair and Vice-Chair, respectively. This will be Mayor Longville's third consecutive term as the MSRC Chair.

Reimbursement of Contract Administrative and Technical Staff Support for Fiscal Year 1995-96 as well as Approval of Enhanced Support

The MSRC approved the reimbursement of technical, clerical and contract administrative support for FY 1995-96 in an amount not to exceed $320,200, consistent with the level currently provided by District staff for the administration of FY 1991-92, 1992-93 and 1994-95 contracts. Additional technical support from Technology Advancement was also approved at the half-time level of a Program Supervisor in an amount not to exceed $60,508.

In addition, since the MSRC's contract with SAIC for contract administrative services for FY 1993-94 recently expired and will be assumed by AQMD staff, coupled with the complexities of the FY 1995-97 Work Program, the MSRC approved funding for enhanced technical and contract administrative services in an amount not to exceed $126,750 for FY 1995-96. These enhanced services will be provided by Ray Gorski and Doris Moore, both formerly of SAIC, through sole-source contracts. Consideration of these sole-source contracts has also been included on this July 14, 1995, Board agenda.

Fiscal Year 1995-97 AB 2766 Discretionary Work Program Funding Categories, Brochure Announcing Release of 1995-97 Requests for Proposals, and Technical Workshops to Assist Disadvantaged Communities

The MSRC approved funding categories and target allocations for a two-year, $25 million program for the FY 1995-97 Work Program. The two-year program is designed to achieve greater emissions reduction benefits and reduce administrative burdens/costs. The funding categories and target allocations are as follows:

The three alternative fuels Requests for Proposals will include a minimum award level of $250,000 per proposal to encourage multi-agency or multi-jurisdictional projects. The individual target allocations for the first two areas (Alternative Fuels--$9.5 million total and Specialized RFPs--$5.5 million total) may be reallocated by the MSRC after review of the proposals in each respective category. These funding categories were developed by a joint MSRC and Technical Advisory Committee Subcommittee, on which I participated. I believe the proposed FY 1995-97 Work Program categories as recommended is reasonable and equitable and most importantly should achieve good emissions reduction benefits while remaining cost-effective.

Also, the projects will be staggered so that only $12.5 million is encumbered annually, specifically delaying the Public Transit Systems RFP and EV buydown incentive as well as holding the reserve until FY 1996-97. The MSRC will submit the two-year, $25 million FY 1995-97 AB 2766 Discretionary Work Program for our consideration in December 1995, and assuming our approval, will return the following year for approval to execute the FY 1996-97 contracts, assuming the AB 2766 funding remains available.

The MSRC also approved a brochure announcing the release of the FY 1995-97 funding categories, which I have attached for your information (Attachment 2). The brochure was mailed the first week in July to over 1,800 interested parties on the AB 2766 mailing list. You may wish to reference the timeline included in the brochure on the review and adoption process for the Work Program as well as the technical workshops which will be held in August to assist potential proposers in submitting competitive proposals. These technical workshops have been scheduled in response to Board Member Nell Soto's concerns that disadvantaged communities do not have the technical expertise to successfully compete for AB 2766 discretionary funds.

I have not included further written material on the proposed FY 1995-97 Work Program since consideration of the proposed Requests for Proposals has also been included on this July 14, 1995, Board agenda.

Contract Modification Requests

As recommended by its Technical Advisory Committee, the MSRC approved the following three contract modifications:

1) For Helios International Contract #C94037, a 5% (or $3,600) increase adjustment for the development of a photovoltaic charging station for electric vehicles;

2) For Hughes Environmental Systems Contract #C94014, a reallocation of costs across contract tasks, a change in the subcontractors list from CEE to ATDS, and a no-cost three-month contractual term extension to complete an employee vehicle exhaust remote sensing and emissions evaluation project; and

3) For Riverside County Childcare Consortium Contract #C93017, a six-month contractual term extension for the establishment of child care transportation hubs.

In addition, the MSRC received and filed a report on "Scope Changes Handled Administratively by the AQMD Contract Administrator and SAIC Consultant Advisor" which included two short-term, no-cost contract modifications on the Southern California Gas Company Contract #C0040 and City of Compton Contract #C94044.

Receipt and Approval of Final Report

The MSRC received and approved one final report from the Antelope Valley Schools of Transportation Agency Contract #C94004, for the development of an electric school bus, with $260,482 in AB 2766 funding.

All final reports for the AB 2766 Discretionary Program can be viewed in the District's Library.

SAIC Consultant Advisor and AQMD Contract Administrator Reports

SAIC provided the MSRC a written update on the Fiscal Year 1993-94 Work Program, including a contracts status report. That Consultant Advisor report is provided for your information as Attachment 3. In addition, the District's AB 2766 Contract Administrator provided a written status report on the Fiscal Years 1991-92, 1992-93, and 1994-95 Work Program. This Contract Administrator report is also provided for your information as Attachment 4. As previously noted, SAIC's contract for FY 1993-94 contract administrative services expired June 30, 1995. In the future, there will only be one contracts status report prepared by the AQMD Contract Administrator on all past and current fiscal year work program contracts.

III. Next Meeting

The MSRC's next regularly scheduled meeting is Thursday, July 27, 1995, at 1:30 p.m. in the Conference Room CC8.
