Recommendation to Adopt an

AQMD Customer Bill of Rights

This proposal implements Point XII of the Action Plan of the Business Clean Air Partnership adopted by the Governing Board at its April 14, 1995 meeting. The Plan calls for the creation of an "AQMD Customer Bill of Rights" to assist businesses, the public and AQMD staff in understanding their rights and available public services.

Many businesses, for example, are unaware that there is a process for obtaining a review of their fees, that variances may be sought from the Hearing Board or that assistance may be obtained from staff at no cost.

A statement of the customer's "Bill of Rights" will be printed on a pocket-sized card and distributed to staff and the public, to help improve customer service, reduce tensions during contacts with engineers and inspectors, and facilitate greater mutual respect and trust.

An information sheet will also be provided that explains the customer's rights in greater detail and AQMD services available to them. Copies of these documents are included as Attachments I and II respectively.

THEREFORE IT IS RECOMMENDED THAT YOUR BOARD

--Adopt the AQMD Customer Bill of Rights described in Attachments I and II as Point XII of the Business Clean Air Partnership.
