Recommendation to Execute a Memorandum of Understanding for the
City of Los Angeles' Contribution to the PM10 Technical Enhancement Program (PTEP), and Recognize Other Co-Sponsors'
Contributions to PTEP as a Supplement to the FY 1995-96 Budget

The PM10 Technical Enhancement Program (PTEP) is a series of projects designed to improve ambient databases, emission inventories, and air quality modeling for the PM10 State Implementation Plan (SIP), due to the U.S. Environmental Protection Agency in February 1997. When the AQMD Governing Board approved the PTEP in December 1994, co-sponsorships were anticipated from many of the key participants in the AQMP process. At its July 1995 meeting, the Governing Board recognized $745,000 in co-sponsorship funds, including $200,000 from the City of Los Angeles (City). At the City's request, a Memorandum of Understanding has been prepared for execution by the Governing Board in order for the City to disburse these funds. In addition, staff recommends that new co-sponsorship funds from the Western States Petroleum Association ($60,000), CalMat ($250), and Southern California Rock Products Association ($250) be recognized as a supplement to the FY 1995-96 Budget.

Pursuant to the terms of SB1928, the public has been provided with a 30-day advance notice of the AQMD's intention to supplement its budget with funds received for the PTEP projects.

This item was reviewed and approved by the Administrative Committee on
October 27, 1995.

THEREFORE IT IS RECOMMENDED THAT YOUR BOARD

-- Authorize the Chairman to execute the attached Memorandum of Understanding with the City of Los Angeles concerning its PTEP contribution.

-- Recognize $60,500 in revenues received from the Western States Petroleum Association, CalMat, and the Southern California Rock Products Association.

-- Appropriate the $60,500 received in co-sponsorships to Planning and Policy's Professional and Special Services Account in the FY 1995-96 Budget.
