PROPOSAL:
Recommendation to Prequalify Providers of Temporary Employment Services
SYNOPSIS:
On June 8, 1995, the Board approved the release of a Request for Proposals (RFP) to solicit interest from temporary employment services providers in being prequalified to provide AQMD temporary employment services through the end of Fiscal Year (FY) 1996-97. This recommendation is to obtain Board approval for this prequalification.

Background
On March 10, 1995, the Board received and filed a report outlining administrative policy and procedure changes made by the Executive Officer relating to the purchase of nonconsultant services and supplies. One of these changes was a requirement for establishing, through Board approval, a list of prequalified vendors of such services and supplies. Under the new policy, temporary employment services vendors are to be prequalifed for a period of two fiscal years.
On June 8, 1995, the Board authorized release of an RFP soliciting interest from temporary employment services providers in being prequalified to provide temporary employment services beginning the date of Board approval through the end of FY 1996-97. Notice of the release was placed in the following publications: Los Angeles Times, Orange County Register, San Bernardino Sun, Riverside Press Enterprise, La Opinion., Los Angeles Sentinel, M/W/DVBE Source, El Chicano, Inland Empire Hispanic News, Precinct Reporter, and Black Voice. Thirty six proposals were received expressing vendor interest in providing temporary employment services in at least one of the five job categories specified in the RFP.
Proposal Evaluation
A panel of five raters, including two from outside SCAQMD, evaluated the proposals using criteria specified in the RFP. Proposals that failed to receive the required minimum of 70 points in the technical qualifications portion of the evaluation were not allowed to proceed to further steps of the evaluation process, as required by rating criteria stated in the RFP. Rating scores by job category for each agency determined to be technically qualified are provided in Attachment A. Staff is recommending temporary agencies rated as meeting the technical qualifications criteria of the RFP be prequalified by the Board. The benefits of such prequalification are twofold. AQMD would have as a much-needed resource a pool of qualified agencies from whom cost-competitive bids could be solicited when temporary employees are needed. Further, it would benefit the business community by maximizing opportunities for temporary agencies--many of whom are minority- or woman-owned businesses and all of whom meet AQMD's criterion for being classified as a local business enterprise. Attachment B contains the list, for each job category, of agencies recommended for prequalification by the Board.
Resource Impacts
There are no direct resource impacts relating to the prequalification of temporary employment services providers since the amount allocated for temporary employment services is approved by the Board as part of the AQMD budget process.
When temporary staffing is needed during the two-year life of the prequalified vendor list, the AQMD will request competitive bids from all prequalified agencies listed in the respective job category. Final selection will be made based on the cost to the AQMD, the fit between job skills of temporary personnel provided by the agency and AQMD staffing needs, the level of pay provided the temporary employee, and the ability of the agency to provide any related services that might be needed.
