SYNOPSIS:
The Stationary Source Committee met on Friday, October 27, 1995. Following is a summary of that meeting for your information. The following Stationary Source Committee meeting, which will be reported on at the December Board meeting, was Thursday, November 16, 1995 in Conference Room CC8, at 11 a.m.
RECOMMENDED ACTION:
1. Set January 18, 1996 on the Board's calendar for a Study Session on VOC RECLAIM, and receive and file the attached report.

Chairperson Mee Hae Lee and Committee Members Candace Haggard, Ron Loveridge, and Nell Soto, were present. In addition, Chairman of the Board Jon Mikels and Board Member Hugh Hewitt participated in the meeting.
Summary
1. VOC RECLAIM Status Report
The AQMD's revised proposal for "Allocations, Rates of Reduction, and Recordkeeping" was presented. The Committee discussed the proposed January Study Session and recommends that it be scheduled for Thursday, January 18, 1996. The Study Session will start at 9:30 a.m.
2. Regulation XIII - New Source Review
The key issues associated with the proposed amendments were discussed, including: the visibility analysis provision for federal lands and the pending NSR Guidance Document from EPA. Chairperson Mee Hae Lee requested EPA's attendance at the hearing.
In addition, a member of the public requested that staff hold a meeting on implementation issues. Staff concurred.
