PUBLIC ADVISOR'S REPORT

AUGUST 1995

BUSINESS OUTREACH & PUBLIC EDUCATION

During the month staff participated in the following activities, programs and events:

BUSINESS CLEAN AIR PARTNERSHIP - The Public Advisor's Office was involved in the following activities involving the Business Clean Air Partnership:

METALWORK INDUSTRY FORUM - August 30, 1995 at the Department of Water and Power in Los Angeles. Public Advisor La Ronda Bowen was a speaker at this forum for the metal, metalwork and industrial machinery industry sponsored by REBUILD LA. She gave a presentation on how companies can bridge the gap between economic growth and clean air.

PERMIT STREAMLINING - The AQMD's Public Advisor and Small Business Assistance Offices cooperated with the U.S. Environmental Protection Agency to coordinate a small business roundtable meeting to discuss improvements in the environmental permitting process. The staff sent out invitations to attend the roundtable to 100 representatives of various small businesses and small business advocacy groups. The meeting was held on August 22, 1995 at the Southern California Gas Company Energy Resource Center in Downey.

AUTOMATED PHONE INFORMATION SYSTEM - The Public Information Center received its first full month accounting report on it's automated phone information system. The system received an average of 1,053 calls per day in August. The system provides callers with self-service access to information on meetings, workshops, air quality readings and forecasts by simply entering their zip codes. Callers can also request rules or publications, and obtain updates on District programs. The system is operational 24-hours-a-day, 7-days-a-week without requiring any increase in Public Information Center staff.

SMOGBUSTERS UPDATE - Over 2,100 students have joined the AQMD Smogbusters Club as of this month. The goal of the Club is to promote the voluntary reduction of air pollution through education and information. The Smogbusters Club was initiated for 10-12 year-olds during the summer of 1994 by the creation and distribution of the Smogbuster Activity Book. The booklet features science experiments, class projects and the chance to join the Club and receive free updates and prizes.

KIDS CARE FAIRS - The Seventh Annual Kids Care Fair offers vision and dental screenings, immunizations and information about public health services for thousands of our youngest residents. This year, AQMD will join KABC, FHP, the American Red Cross, UNOCAL and Children Now, to co-sponsor 40 fair sites between September 8 - 10, 1995. The District will provide an environmental health booth at several fair sites staffed by volunteers. The sponsorship enables AQMD to disseminate educational information and provide "hands on" learning experiences about air pollution to children and their parents.

VISITING DIGNITARIES - Delegates from two different countries visited the District during the month. They included:

Along with coordinating the visits foreign officials to the District, when appropriate, the Public Advisor's staff also refers them to area businesses for information about the purchase of air pollution control equipment and technology.

In July 1995 AQMD Local Government functions, including the administration of the AB 2766 Program was transferred from Communications to the Public Advisor. This move was made to improve the AQMD's outreach efforts to the local offices of state legislators, local government. Combining resources will lead to a more coordinated and effective use of staff in responding to air quality concerns raised by the local governments, businesses and other publics they serve.
