Recommendation to Release a Request for Proposals to Acquire a Source Apportionment Dispersion Model for the South Coast Air Basin


The South Coast Air Basin (Basin) and the Coachella Valley are categorized as serious nonattainment areas for PM10. Under the federal Clean Air Act, a PM10 State Implementation Plan (SIP) must be developed and submitted to the U.S. Environmental Protection Agency (EPA) by February 8, 1997. As such, the Governing Board approved the PM10 Technical Enhancement Program (PTEP) to provide updated technical information needed to prepare the 1997 PM10 Plan.

The PTEP identified the need to acquire a source apportionment dispersion model capable of calculating secondary formation of PM10 sulfate, nitrate, and organic carbon. The source apportionment dispersion model will complement the primary PM10 modeling approach and provides additional information regarding source contribution at a given location.

The RFP was distributed to the PM10 Task Force members for their review and was discussed at the Special PM10 Task Force Technical Meeting on September 13, 1995. Staff recommends that a request for proposals (RFP) be released to seek qualified contractors to acquire a source apportionment dispersion model for addressing the direct emissions of PM10 and the secondary formation of aerosol, in an amount not to exceed $75,000. Sufficient funding is available in Planning and Policy's current Fiscal Year (FY) 1995-96 Budget under the Professional and Special Services Account.

This recommendation was reviewed and approved by the Mobile Source Committee on September 15, 1995.

THEREFORE IT IS RECOMMENDED THAT YOUR BOARD

--Approve the attached Request for Proposals to acquire a source apportionment dispersion model for the South Coast Air Basin, in an amount not to exceed $75,000.
