Recommendation to Award Bid for Development of a Methodology to Assess Geographic and Temporal Ozone Control Strategies for the South Coast Air Basin


At its August 11, 1995 meeting, the Board approved the release of a Request for Proposals (RFP) for the development of a methodology to assess geographic and temporal ozone control strategies for the South Coast Air Basin. The objective of the proposed study is to develop the methodology and the necessary computer tools to assess the impacts of controlling pollutant emissions from specific geographic areas during specific time periods at areas of high ozone concentration in the Basin. The results of the proposed study will aid in the development of the 1997 AQMP revision. Specifically, the methodology could be used to identify the minimum area and fewest source categories that could be considered in requiring further advanced controls.

The RFP was publicly noticed and subsequently circulated to 83 firms in accordance with the AQMD's Consultant Selection Policy and Procedures. The RFP was circulated for 30 days. By close of bidding on September 15, 1995, three proposals were received. The proposals were reviewed by a three-member evaluation panel consisting of representatives from the AQMD, California Air Resources Board, and the U.S. Environmental Protection Agency. A summary of the evaluation is attached. The Evaluation Panel recommended that ENVIRON International Corporation be awarded a contract, based on its successful point score.

Staff recommends that a bid be awarded to ENVIRON International Corporation for an amount not to exceed $80,097. Sufficient funding is available in Planning and Policy's Fiscal Year (FY) 1995-96 Budget under the Professional and Special Services Account.

This recommendation was reviewed and approved by the Stationary Source Committee on September 22, 1995.

THEREFORE IT IS RECOMMENDED THAT YOUR BOARD

--Award a contract to ENVIRON International Corporation for development of a methodology to assess geographic and temporal ozone control strategies for the South Coast Air Basin.

--Authorize the Chairman to execute an agreement with ENVIRON International Corporation in an amount not to exceed $80,097.

(5) Only 50% of Step 1 (Technical Criteria) points over 70 are carried over to Step 2.
