This report highlights South Coast Air Quality Management District (AQMD) rulemaking activity for 1995 and beyond. An update of VOC RECLAIM and other major rulemaking activities is provided below.
The VOC RECLAIM Steering Committee meeting was held on October 12, 1995. A special Governing Board study session scheduled for September 7, 1995 was deferred to a later date.
Five public workshops on draft VOC RECLAIM were conducted in June. A second set of public workshops is scheduled for mid-December, 1995. It is anticipated that the Public Hearing for the VOC RECLAIM program will be held in March 1996.
The AQMD has been working with EPA and industry to develop Proposed Rule 518.2 - Alternative Operating Conditions. This rule would establish procedures by which a Title V facility that needs a variance may obtain an Alternative Operating Condition that would be recognized by EPA. This insulates facilities against federal and citizen enforcement action when a local variance is granted. A Public Workshop will be held in mid-October to receive input on the proposal. The Public Hearing is scheduled for December.
Amendments to Regulation XIII are scheduled for a Public Hearing in November. The amendments implement one of the Business Clean Air Partnership items by forgiving past emission debts. This, and other rule changes, will make it easier for businesses to expand and expedite permitting. Other amendments address offset exemptions for small emitters and replacement of ozone depleting compounds.
