South Coast Air Quality
Management District Board
On July 14, 1995 the Board approved release of Request for Proposals 9596-01 to develop a program to implement Item II of the Business Clean Air Partnership by enhancing and expanding the South Coast Air Quality Management District's (AQMD's) current certification/registration program. The contractor will be required to 1) compile technical information needed to evaluate equipment for certification, 2) prepare engineering evaluations for the equipment, and 3) design a system and provide hardware necessary to receive and process this information consistent with AQMD's central database requirements. The goal is to simplify and streamline permitting requirements for equipment common to small businesses.
A Bidders' Conference was held and four contractors submitted proposals. Consistent with AQMD policy on consultant selection, an evaluation panel has reviewed all proposals for ability to perform the scope of work and cost effectiveness (see Attachment 1 for tabulation of scores). Sierra Cybernetics, Inc. of Yorba Linda, a Minority/Women's Business Enterprise, received the most points in the evaluation process. Staff recommends that Sierra Cybernetics, Inc. be granted the award of the contract for an amount not to exceed $75,000. Funding for this work has been allocated in the Stationary Source Compliance FY 1995-96 budget. The staff's recommendation was reviewed and approved by the Stationary Source Committee on September 22, 1995.
THEREFORE, IT IS RECOMMENDED THAT YOUR BOARD
--Award the bid to Sierra Cybernetics, Inc., for Program Development to Simplify and Streamline Permitting Requirements.
--Authorize the Chairman to execute an agreement with Sierra Cybernetics, Inc., for an amount not to exceed $75,000.
