On July 14, 1995, the Board approved the release of several Request for Quotations (RFQs) which would be used to establish a list of prequalified vendors from whom competitive bids may be solicited for the purchase of various non-consultant services and supplies.
In accordance with District's Contracting and Purchasing Policy, a public notice inviting bids was published in the Los Angeles Times, La Opinion, Orange County Register, Riverside Press Enterprise, San Bernardino Sun on June 15 and 22, 1995, The M/W/DVBE Source on June 14, 1995; the Los Angeles Sentinel on June 15, 1995. In addition it was also placed on the AQMD's Bulletin Board Services (BBS) and RFP/Bid Information Line, and bids were mailed to various vendors.
Fifty-five bids were mailed to suppliers of outside printing services, in which bids were requested for photocopying services (Category 1), two- and three-color printing (Category 2), and four-color printing (Category 3). Twenty-nine vendors responded with bids by the closing date of July 11, 1995, two of which were disqualified because they did not attend the mandatory bidders conferences held on June 27 and July 6, 1995. Bids were evaluated based upon each vendor's equipment capability (pre-press, printing, bindery) and references. Based upon that evaluation, staff is recommending that the vendors listed on Attachment A be certified as pre-qualified for printing services.
Sixty-four bids were mailed to vehicle repair/maintenance vendors and six responded with bids by the closing date of July 11, 1995. Vendors not responding were contacted and twenty-two indicated that they did not receive a copy of the bid and would be interested in bidding. The bid period was extended to August 9, 1995, and the interested vendors were mailed copies of the bid. Only one company responded when the extended bidding closed. Bids were evaluated based upon each vendor's type of repair/maintenance equipment, number of certified mechanics, smog certification capability, secured parking, pickup/delivery, and references. Based upon that evaluation, staff is recommending that the vendors listed on Attachment B be certified as pre-qualified for vehicle repair/maintenance services.
The recommendation was reviewed and approved by the Administrative Committee on September 22, 1995.
THEREFORE, IT IS RECOMMENDED THAT YOUR BOARD
--Approve the list of pre-qualified vendors on Attachments A and B.
--Authorize the Executive Officer to establish blanket purchase order agreements through June 30, 1996.
