Mobile Source Committee Report


The Mobile Source Committee met on Friday, September 15, 1995. Major items discussed included: Status Report on Rules 1501 and 1501.1; Transportation Conformity MOU; Legislative Update; Proposed Amended Rule 1610; Status Report on PM10 Task Force; and Recommendation to Release an RFP to Acquire a Source Apportionment Dispersion Model for the South Coast Air Basin.

A summary of these topics and the Committee's comments are provided in Attachment I. An attendance roster is provided in Attachment II. Other attachments are provided as shown in bold type throughout the Attachment I summary.

The next Mobile Source Committee meeting will be held on Friday, October 20, 1995 in Conference Room CC-8 at 9:00 a.m.

TOPICS

1. Status Report on Rules 1501 and 1501.1

Staff gave a briefing (Attachment III) on the quarterly progress report which will be presented to the Governing Board in October. This first quarterly report includes data gathered in July and August, but does not include September. Staff reported on the streamlining efforts in plan preparation achieved so far through new and simplified plan forms and the Plan-On-A-Disk. Staff received a letter from the California Institute of Technology (Attachment IV) indicating that Plan-On-A-Disk was simple to install and easy to use. Staff indicated that the number of worksites regulated by Rule 1501 has decreased from 5,167 to 5,043. This decrease is due to recent rule amendments (33 employees must report in the window before an employer is required to comply with provisions of the rule).

Staff also reported that Update Training for Employee Transportation Coordinators (ETCs) has been modified significantly. A self-study guide has been developed which ETCs can study on their own in lieu of attending Update Training Sessions. The AQMD is now conducting Update Training Sessions free of charge.

A pilot project on VMT reduction credits by United Airlines is in place. There are 30 employees from El Segundo and 100 Moreno Valley residents reporting to recently opened neighborhood work centers. The reported annual VMT savings for this project are 1.2 million miles.

Staff reported that fifteen worksites have opted to scrap old vehicles under the Alternative I - Emission Equivalency option of Rule 1501.1, in lieu of filing a trip reduction plan. In addition, GM Hughes has hired consultants to study the cost effectiveness and the feasibility of remote sensing technology for high-emitting vehicles. A public briefing and technologies demonstration on the various strategies available under Rule 1501.1 was held at the AQMD on September 15, 1995. Technology vendors gave a brief overview of their products and services, such as remote sensing and old vehicle scrapping.

Thirty-three worksites are participating in the Alternative II - Air Quality Investment Program option. This program is limited to employers with 100 to 200 employees. An RFP for the Rule 1501.1 investment funds was approved in September and a Bidders Conference is scheduled for September 15, 1995. One worksite has registered for Alternative III - Emissions Equivalent AVR option.

Rule 1501.1 was approved by EPA under Project XL guidelines. Project XL supplements Rule 1501 and the Federal Clean Air Act ECO requirements. Staff then presented a more current implementation status of Rule 1501.1 (Attachment V).

2. Rule 1501/1501.1 ISR Activity Report

No staff presentation was made, no comments were made.

3. Transportation Conformity MOU

Staff reported that the Transportation MOU is now ready for signature by the AQMD as the representing local air district, and will be forwarded to the ARB to obtain all remaining signatures. After the signatures have been obtained, the AQMD will begin the amendment process for Rule 1902 and subsequently for the SIP.

4. Legislative Update

Staff distributed a comprehensive status report on trip reduction legislation and enrolled bills as of September 14, 1995 (Attachment VI).

5. Proposed Amended Rule 1610

Staff presented a status report on Proposed Amendments to Rule 1610, Old-Vehicle Scrapping. Items discussed included justification for the proposed amendments, a summary of the proposed amendments, as well as comments submitted to AQMD staff in response to these amendments. Finally, a list of potential issues that may surface at the Board Hearing scheduled for October 13th was presented (Attachment VII).

6. Status Report on PM10 Task Force

Staff presented a summary of the optional Technical Meeting of the PM10 Task Force held on September 13, 1995. A total of 19 members or alternates were in attendance, as well as 23 visitors. Highlights included a review of the 1994 AQMP emissions inventories; a presentation of the AQMD's 1993 study on the air quality effects of removing dairy industry emissions from the agricultural preserve; a presentation by Dr. C. E. Schmidt on the current dairy emissions study now in progress; and review of the individual projects under the PM10 Technical Enhancement Program. Staff also presented results from the first six months of the intensive PM10 field monitoring, showing that the highest average PM10 levels occur in the inland areas of the Basin; and showing that there are distinct chemical differences between a windblown event and a stagnant event at Rubidoux (Attachment VIII).

7. Recommendation to Release an RFP to Acquire a Source Apportionment Dispersion Model for the South Coast Air Basin

Staff gave a presentation on the proposed release of an RFP to acquire a source apportionment dispersion model for addressing the direct emissions of PM10 and the secondary formation of PM10 aerosol particles. The budget for this study is not to exceed $75,000. The PM10 Technical Enhancement Program identified the need for this study and the PM10 Task Force has been supportive of the study. In addition to acquiring the model, the RFP's scope also includes: evaluating the model using three recent PM10 episodes, training AQMD modeling staff on the use of the model, and assisting the staff during the development of the 1997 PM10 Plan. The staff is asking the Board to approve the release of the RFP at the October meeting of the Governing Board. A change was made to the RFP included in the Mobile Source Committee Package previously submitted to members of the committee. Therefore, the revised RFP was distributed at the meeting (Attachment IX).
