SYNOPSIS: The MSRC met on Thursday, September 28, 1995. Below is a summary of that meeting for your information. The next MSRC meeting will be Thursday, November 9, 1995, in the AQMD's Auditorium at 1:30 p.m., at which time the Committee will be considering the Draft FY 1995-97 AB 2766 Discretionary Work Program.

The minutes of the July 27 and August 24, 1995, monthly meetings were approved, as submitted, and are provided as Attachments 1 and 2, respectively.
Summary of Key Agenda Items
I. Fiscal Year 1995-97 AB 2766 Discretionary Work Program
As you will recall, we approved the release of seven RFPs to solicit bids for projects which would achieve emissions reduction benefits for the MSRC's FY 1995-97 AB 2766 Discretionary Work Program. The submittal deadline for these RFPs was Tuesday, September 19, 1995, by 5 p.m. Of the 104 proposals received by the 5 p.m deadline, 7 have been rejected for failing to meet minimum requirements. Of the remaining 97 proposals, 5 were received for alternative fuels/public transit projects, 3 for alternative fuels/school bus projects, 11 for alternative fuels/heavy-duty vehicle projects, 5 for rail feeder/rail station distribution service projects, 35 for transportation control measure projects; 31 for research and development projects; and 7 for an outreach coordinator for the Electric Vehicle "Quick Charge" Program. In addition, nine proposals were received after the 5 p.m. deadline and were rejected. For your information I have included the spreadsheets (see Attachment 3) listing the proposals received, including the name of the submitting entity, project title, and funding requested.
The MSRC also formed five evaluation subcommittees, each consisting of three or more Technical Advisory Committee members. During the month of October, these evaluation subcommittees will be reviewing, scoring and ranking each of the proposals and preparing a preliminary work program recommendation which the full TAC will consider at a special meeting on October 26, 1995, at 8:30 a.m. Following that, the full TAC will be submitting its draft work program to the MSRC at its November 9 meeting. The MSRC is scheduled to adopt a final work program at a special meeting on November 16 at 1:30 p.m., and we will be considering the final work program at our December 8 Governing Board meeting.
II. Contract Modification Requests
The MSRC considered only one contract modification request. The County of San Bernardino/Sheriff Department was requesting a 90-day contractual term extension on Contract #C94040 to convert 100 sheriff vehicles to bi-fuel. To date the San Bernardino Sheriff Department has converted 62 vehicles. However, due to the lack of alternative-fuel infrastructure, and other difficulties experienced by the contractor, the CNG fuel usage of these bi-fuel vehicles has been minimal. After receiving input from a representative of the Sheriff Department, the MSRC issued a stop work order on initiating any new conversions and approved a contractual term extension until its November 9 meeting. The MSRC and the contractor both want to ensure that the already expended funds are used optimally to achieve the best emissions reductions feasible without wasting additional funds on a potentially unsuccessful effort. In the interim, an MSRC-TAC Subcommittee will meet with the contractor to discuss how best to proceed with this project. The MSRC will re-consider the Sheriff Department's request at its November 9 meeting after the Subcommittee has been able to develop a recommendation.
The MSRC also received and filed a report on "Scope Changes Handled Administratively by the AQMD Contract Administrator" which included two short-term, no-cost contractual term extensions on Riverside County Contract #C93052 (Inland Empire Workstation Exchange Project) and AeroVironment Contract #C94038 (Advanced Electric Motorcyle Technology and Evaluation Project) and a reallocation of co-funding costs for Cummins Power Generation, Inc., Contract #C95008 (Plasma Particulate NOx Reduction Device).
The MSRC also recognized $260,350 in funds returned by two contractors who requested termination of their projects due to their own internal problems.
III. Receipt and Approval of Final Reports
The MSRC received and approved five final reports, as follows:
1) City of Corona Contract #C93042, for the establishment of a CNG fuel station and CNG conversions, with $258,936 in AB 2766 funding;
2) City of Los Angeles/Department of Airports Contract #C94017, for the purchase of LNG buses at LAX, with $480,000 in AB 2766 funding;
3) Acurex Environmental Corporation Contract #C94043, for the demonstration of a 7.3 litre natural gas engine for heavy-duty vehicles, with $141,997 in AB 2766 funding;
4) Sunline Services Group Contract #C94034, the CNG Challenge Project: A Model for Non-Urban Communities, with $80,835 in AB 2766 funding; and
5) Sanitation Districts of Los Angeles County Contract #C94013, for a demonstration project using compressed landfill gas in heavy-duty natural gas-powered vehicles, with $227,068 in AB 2766 funding.

IV. AQMD Contract Administrator Report
The District's AB 2766 Contract Administrator provided a written contract status report on all past fiscal year programs and a FY 1995-97 Work Program update. This Contract Administrator report is provided for your information as Attachment 4.
