Recommendation to Purchase Personal Computer Hardware, Software and Installation Services


The approved FY 1995-96 Budget includes $375,000 for continuation of the multi-year desktop hardware upgrade strategy with the goal of bringing all desktop PC users up to the baseline configuration of IBM compatible 386DX machines capable of running Microsoft Windows. These funds would be used to replace less capable 286 and 386SX machines with new computers and upgraded software. Three qualified vendors in each of three categories (computer hardware, Microsoft computer software and installation services) were approved by the Board in February 1995 for the first round of desktop hardware purchases. Staff requested and received new quotes from each of these pre-qualified vendors for the next phase of desktop computer upgrades. Staff is now requesting the Board to approve expenditure of the budgeted funds for these upgrades as follows.

Staff recommends issuance of a purchase order to Microage Computermart-Diamond Bar for personal computer hardware in an amount not to exceed $328,500. Staff further recommends purchase orders be issued to Wareforce Inc. for Microsoft software for an amount not to exceed $25,000 and to Express Systems, Inc. for Express Software Metering software for an amount not to exceed $11,500. Staff also recommends using $10,000 to purchase temporary computer help to install and configure this new computer hardware. The use of temporaries is recommended over the vendor's installation service to provide better control over the installation process; allow AQMD direct supervision of the installation staff; provide increased flexibility in the installation tasks; allow for changes in the installation schedule; and provide limited post installation corrective support.

These expenditures were reviewed and approved by the Administrative Committee on August 18, 1995.

THEREFORE, IT IS RECOMMENDED THAT YOUR BOARD

--Approve the purchase of personal computer hardware in amounts not to
exceed a total of $328,500 from Microage Computermart-Diamond Bar.

--Approve the purchase of computer software from Wareforce Inc. in an
amount not to exceed $25,000; and

--Approve the purchase of Express meter 3.0 from Express Systems Inc. in an
amount not to exceed $11,500, and

--Transfer $10,000 from the Fixed Asset Major Object Item #2 to the Services
& Supplies Major Object, Information Management Temporary Services
Account (#43003-746) to cover the cost of installation services.
