On July 14, 1995, the Board approved the release of several Request for Quotations (RFQs) which would be used to establish a list of pre-qualified vendors from whom competitive bids may be solicited for the purchase of various non-consultant services and supplies.

In accordance with District's Contracting and Purchasing Policy, a public notice inviting bids was published in the Los Angeles Times, La Opinion, Orange County Register, Riverside Press Enterprise, and San Bernardino Sun on June 15 and 22, 1995, and in the M/W/DVBE Source and the Los Angeles Sentinel on June 14, 1995. In addition it was also placed on the AQMD's Bulletin Board Services ( BBS) and RFP/Bid Information Line, and bids were mailed to various vendors.

Nine bids were mailed to suppliers of unleaded fuel,and three vendors (see Attachment) responded with bids by the closing date, July 28, 1995. All three vendors met the evaluation criteria for performance, references, experience, and cost factors. These vendors represent three different refineries and since each refinery's price per gallon fluctuates per week, staff recommends that all three vendors be certified as pre-qualified in order that the best price be obtained each time an order is placed.

Six bids were mailed to suppliers of photocopy/printing paper and all six responded with bids by the closing date July 11, 1995. Two of the bidders (see Attachment) met the paper minimum content specifications of 35% post-consumer and 15% pre-consumer waste. The two bids are also cost competitive. Due to the changing conditions in the recycled paper market and the paper mills' price changes, staff recommends that the two vendors be certified as pre-qualified so that the best price can be obtained at the time an order is placed.

The recommendation was reviewed and approved by the Administrative Committee at its meeting on August 18, 1995.

THEREFORE, IT IS RECOMMENDED THAT YOUR BOARD

--Approve the list of pre-qualified vendors on the Attachment.

--Authorize staff to establish blanket purchase order agreements through June 30, 1996.
