August 24, 1995, Meeting

In the absence of Board Member Leonard Paulitz, I attended the August 24, 1995, MSRC meeting as his alternate.

I. Summary of Key Agenda Items

Fiscal Year 1995-97 AB 2766 Discretionary Work Program

The August 3 Bidders' Conference and series of technical workshops conducted on August 16 and 18 were well attended, with approximately 150 potential proposers at the Conference and approximately 40 attendees at each of the technical workshops. In addition, on August 25 a Request for Proposals amendment, along with answers to proposer requests for clarification, were mailed to approximately 450 potential bidders.

In preparation for the evaluation process, the MSRC's Technical Advisory Committee formed five evaluation subcommittees to consider the proposals which will be received by 5:00 p.m. on Tuesday, September 19, for the three Alternative Fuels RFPs, the three specialized RFPs, and the Electric Vehicle "Quick Charge" Program Outreach Coordinator RFP. (The remaining two components of the EV "Quick Charge" Program have closing dates in 1996.) Attached for your information is the membership roster for these evaluation subcommittees (Attachment 1). The current schedule for the evaluation and adoption process is as follows:

Past Sucessful AB 2766 Projects to be Placed into Internet

Last year the MSRC contracted with Acurex Environmental to perform a project evaluation effort to develop emissions calculation methodologies and identify successful past projects. This project evaluation effort should be completed shortly. Consequently, the MSRC directed its Technical Advisory Committee to explore contracting with a vendor to have these success projects placed into Internet as an educational tool. A Subcommittee of the TAC is exploring the concept and anticipates that the effort can be achieved for less than $2,500. Further details on this educational tool will be provided to you as they develop.

Reimbursement of AB 2766 Discretionary Program Expenditures for Fourth Quarter of Fiscal Year 1994-95

The MSRC agreed to reimburse hard costs (i.e., printing, postage, etc.) to the District in an amount not to exceed $6,058.09 for expenses incurred in the last quarter of FY 1994-95.

In June 1995, along with $380,708 in projected staff costs, the MSRC already approved reimbursement of such costs for FY 1995-96 to an amount not to exceed $31,500. Consequently, staff will be providing quarterly reports on actual expenditures in FY 1995-96 merely for the MSRC's receipt and information.

Contract Modification Requests

As recommended by its Technical Advisory Committee, the MSRC approved the following four contract modifications:

1) For the Los Angeles County Sanitation Districts Contract #C94013, a scope reduction to discontinue installation of a MARK II engine conversion upgrade in a second water truck given that the technology will soon be obsolete and replaced by the Mark III technology, with a return of $40,310 in AB 2766 funds;

2) For the Clean Air Partners Contract #C94042, a three-month contractual term extension to convert UPS delivery trucks to natural gas;

3) For the City of Lakewood Contract #C94026, a one-year contractual term extension to establish a teleconferencing network; and

4) For Omnitrans Contract #C95014, a scope modification to downgrade the type of coach for five of the 21 CNG buses being purchased.

The MSRC also denied two requests, as follows:

1) For Acurex Environmental Contract #C94003, which was to perform an LNG heavy-duty truck demonstration project, denial of a three and one-half month contractual term extension and reallocation of funds which would have resulted in higher labor costs. Instead, the MSRC approved a one-month extension from the current contract end date of September 5, 1995, and requested that staff develop a policy which would address the transfer of costs from one category to another. The MSRC will consider Acurex's request along with the proposed policy at its next meeting; and

2) For the Port of Long Beach Contract #C94029, denial to use residual contract monies to restore alternative-fuel cargo handling equipment back to diesel power given that the methanol fuel additive Avocet will no longer be available in the near future. The MSRC believes that AB 2766 funding should not be spent on an effort which would achieve a worsening of mobile source emissions. However, in consideration of the contractor's difficulties, the MSRC approved a one-month contractual term extension to allow the Port additional time to develop an alternative suggestion.

The MSRC also received and filed a report on "Scope Changes Handled Administratively by the AQMD Contract Administrator" which included one short-term, no-cost contractual term extension on Sunline Transit Agency Contract #C94034.

The MSRC also approved additional time for contracts to be executed with the City of Los Angeles/Department of Transportation for its Alternative Fuels Bus Project #3-8 and the City of Burbank for its Rail Feeder Project #4-12. These are the last of the FY 1994-95 proposals to be brought under contract.

Receipt and Approval of Final Reports

The MSRC received and approved six final reports, as follows:

1) Helios International, Inc., Contract #C94037, for a photovoltaic electric vehicle charging station in the City of Santa Monica, with $75,900 in AB 2766 funding;

2) Los Angeles Unified School District Contract #C94032, for the purchase of CNG school buses, with $250,000 in AB 2766 funding;

3) City of Anaheim Contract #C94033, for the establishment of an Anaheim Telebusiness Center, with $112,200 in AB 2766 funding;

4) City of Azusa Light & Water Department Contract #C94009, for a parking structure and photovoltaic electric vehicle chargeport, with $100,000 in AB 2766 funding;

5) Ecotek Contract #C94015, for the establishment of "The Pool" On-Line TDM Communication Network, with $79,510 in AB 2766 funding; and

6) Hughes Power Control Systems Contract #C93064, for a LAX Lot C Demonstration Program, with $275,000 in AB 2766 funding.

All final reports for the AB 2766 Discretionary Program can be viewed in the District's Library.

AQMD Contract Administrator Report

The District's AB 2766 Contract Administrator provided a written contract status report on all past fiscal year programs and a FY 1995-97 update. This Contract Administrator report is provided for your information as Attachment 2.

II. Next Meeting

The MSRC's next regularly scheduled meeting is Thursday, September 28, 1995, at 1:30 p.m. in the Conference Room CC8.
