Synopsis:
The Stationary Source Committee met on Friday, March 22, 1996. Following is a summary of that meeting. The next Stationary Source Committee meeting will be April 19, 1996, at 10:30 a.m., in Conference Room CC8.

Summary
The Committee reviewed the items on their agenda. Comments were noted on the following items:
1. Status Report on Rule 201 - Permit to Construct
EPA is still discussing their position on the definition of "start of construction." The hearing on this item is scheduled for June. Nell Soto and Jon Mikels were concerned that local governments be apprised of this issue.
2. Regulation XIII - New Source Review Update
The Federal Land Manager notice and visibility analysis requirements were discussed. Certain industries have requested a higher emissions threshold (100 or 250 tons) prior to requiring compliance with this provision of the Clean Air Act. Board Chairman Jon Mikels noted that the Federal Class I protection areas primarily impact San Bernardino and Riverside counties. In turn, a special briefing for the Board members from those areas was requested prior to the April 12 Board hearing.
3. Update on Rule 1136 - Wood Products Coatings
The status of research on this rule was presented. Industry has requested a significant relaxation in the rule limits scheduled for July 1996, which would match the national "Reg. Neg." proposed rule. The Committee was concerned about the current level of compliance with the July 1996 limits, and questioned the short time left prior to the rule deadline.
4. General discussion on the VOC alternate rules to VOC RECLAIM, with particular focus on Rule 1171 - Solvents
The material for this item is attached for the Board's information. The Committee discussed cost-effectiveness, total emission reductions, and the schedule for these rules. In addition, there will be a discussion at next month's meeting on the flexibility options that will be incorporated into each of these rules.
5. Point 10 of the Business Clean Air Partnership
The status of the amnesty program was presented.
6. Amend Contract with Sierra Cybernetics to Increase Funding to Develop Systems for Electronic Permit Application Filing
The Committee reviewed the proposal; commended the staff and recommended approval of the contract.
