Proposal:

Amend the Control Measure Adoption Schedule for the
1994 State Implementation Plan (SIP) Submittal

Synopsis:

AQMD is seeking EPA approval for the inclusion of the 1994 AQMP and SIP submittal into the State Implementation Plan. Prior to approval, AQMD must submit a revised adoption schedule for the 1994 SIP control measures contained in the 1996 Rule Forecast Report (April 1996 version). The 1994 AQMP control measures in the 1996 Rule Forecast Report and provided in this package shall serve as the Amended Control Measure Adoption Schedule.

Recommended Action:

Forward the Amended Control Measure Adoption Schedule to EPA for the 1994 SIP Submittal.

Background

AQMD is seeking EPA approval for inclusion of the 1994 AQMP and SIP submittal into the State Implementation Plan. EPA has expressed concern that the 1994 AQMP control measures scheduled for adoption in 1994 and 1995 have not yet been brought to the Board for action. EPA indicated a willingness to accept the attached adoption schedule as the basis for final approval of the 1994 AQMP into the SIP. To amend the SIP, the proposed rule schedule was required to be publicly noticed at least 30 days before approval of the amendment. This requirement has been satisfied.

Proposal

Staff has deleted the proposed rules not included in the 1994 AQMP, and hence, not part of the SIP approval process by EPA. This schedule will be forwarded to EPA for its final approval of the SIP submittal.
