SECTION I - PUBLIC ADVISOR ACTIVITIES

BUSINESS OUTREACH

BUSINESS ASSISTANCE HOME PAGE - AQMD staff completed work on the Business Assistance page of the AQMD's Internet home page. The Business Assistance page provides customers with access to information about the numerous services provided by the AQMD for businesses. They include: Billing and Customer Service; Compliance Course Information; Economic Development and Business Retention; the Fee Review Committee; Permit Application Information; Public Advisor's Office; Public Records Requests; Small Business Assistance; Transportation (Rule 2202) Assistance; and access to AQMD Rules and Regulations, Proposed Rules and Public Workshop information. The Business Assistance page went on-line July 1, 1996. The AQMD Business Assistance page can be accessed on the Internet at: http:\\www.aqmd.gov.

COMMUNITY OUTREACH

CLEAN AIR NIGHT - AQMD's Public Advisor and Media staff facilitated Clean Air Night at the Rancho Cucamonga Quakes game on June 26, 1996. As part of the promotional night, Board Chairman Jon Mikels and Board Members Nell Soto and Leonard Paulitz participated in a first ball ceremony. The first 3,000 fans in attendance were given sports bottles, purchased by the Quakes from the AQMD's Clean Air Store, with an air quality message on the bottles, and air quality informational materials inserted inside. Public service announcements on the AQMD and its public programs were made between innings. Also, informational brochures and materials were distributed to the 5,000-plus fans in attendance before and during the game from an AQMD information booth staffed by AQMD staff.

AQMD participated as a co-sponsor of the Coalition for Clean Air's (CCA) General Membership Meeting, which was held on Saturday, June 15, 1996, at Cal Poly Pomona. The program included a discussion on Smog and Health, with panelists Drs. Craig Jones and Jean Hanley, respiratory specialists with the Mobile Asthma Treatment Clinic and Lourdes Martinez of the AQMD. Governing Board Member Nell Soto introduced the keynote speaker, actor Edward James Olmos, who thanked the attendees for their work and commitment towards achieving clean air in our basin. Event organizers provided attendees with a variety of environmental displays, including the AQMD's Mobile Air Quality Monitoring Lab and clean fuel cars, trucks and buses.

*The District uses an automated phone system that provides callers with self-service access to information on meetings, workshops, air quality readings and forecasts by simply entering their zip codes. Callers can also request rules or publications, obtain updates on District programs or speak to a public information representative (during regular business hours) for answers to detailed questions. The system is operational 24-hours-a-day, 7-days-a-week.

SECTION III - SMALL BUSINESS ASSISTANCE ACTIVITIES

SMALL BUSINESS ASSISTANCE ON THE INTERNET

Since the AQMD initiated a home page on the World Wide Web, Small Business Assistance Office (SBAO) has been exploring the benefits of providing information on the Internet to the small business community. Although many small businesses do not have access to the Internet, with each passing year businesses are connecting at an exponential rate. Businesses also obtain information from the Internet through indirect means such as consultants, city planners, associations, and peer groups who are on the Web.

Small Business Assistance Office recently updated the AQMD Home Page with information on services we provide. Viewers will learn about our technical consultations, the Air Quality Assistance Fund, and how to obtain variances if needed. They may also submit comments and suggestions via the E-mail feature provided. Our latest revisions to the Home Page will include a hyperlink to an air quality checklist to help businesses determine if they need an air quality permit.

PERMIT ASSISTANCE CENTERS RECEIVE NEW COMPUTERS/UPGRADES

The permit assistance centers at Van Nuys, Los Angeles City Hall and the Business Revitalization Center in Baldwin Hills have recently been equipped with "386" personal computers. Previously, computers were provided at Santa Ana, Ontario, and Downey to allow air quality engineers to process permit applications when they were not assisting business customers. Staff will use the new computers to access the AQMD's mainframe computer to obtain information on permit applications, rules, and billing issues. The computers will also provide access to E-mail and Microsoft Word so that staff can complete work assignments at the centers. All of the computers have been upgraded with a faster modem to reduce phone charges and minimize delays.

SECTION IV -

ECONOMIC DEVELOPMENT & BUSINESS RETENTION (EDBR) ACTIVITIES

ACTIVITIES

Activities during this reporting period included participation in 2 Red Team meetings with Enprotec and Heritage Bag, and 6 community outreach projects. Assistance was provided to various facilities wanting to expand or consolidate their operations. Companies were informed of emerging new pollution reduction technologies as well as technology transfer opportunities. EDBR staff also participated in 4 different public outreach meetings by making presentations and providing information to interested parties. The total number of participants reached through these 3 meetings exceeds 300 people.

EDBR SPONSORS POLLUTION PREVENTION CENTER

The Pollution Prevention Center is sponsored under the Technology Reinvestment Project, a program for defense conversion which is administered by the National Institute of Standards and Technologies (NIST). The Center is a long term, multi-media research and assistance center. It is cosponsored by California EPA's Department of Toxic Substance Control, Los Angeles City and County Sanitation Districts, the Orange County Sanitation District, Southern California Edison and the AQMD. The Center performs research and technical assistance activities to identify, test and implement low- or non- solvent technologies in a wide range of applications. The applications include: 1) the elimination of use of CFC 1-1-3 and 1-1-1 trichloroethane (TCA), 2) elimination of VOC solvents or chlorinated solvents, 3) replacement of solvents in wipe cleaning, repair maintenance cleaning, printed circuit boards rework, and cleaning of equipment, 4) adhesive applications, 5) technical assistance to small and medium sized aerospace subcontractors in the areas of cleaning, electronics, coatings, adhesives and paint stripping. The District is cost sharing $20,000 of this $366,000 one year effort.

TA MANUFACTURING

TA Manufacturing is located in Glendale and make line blocks and clamps for the aircraft industry. They are in an expansion mode and, through a Red Team, contacted EDBR staff to investigate what problems, if any, would be encountered by relocating within the Basin and expanding. They have approximately 160 employees and are a 50 year old company with its parent located in Belview, Washington. While there were no significant AQMD issues that would impact such a move within the Basin it turns out that there is significant motivation for this company to move from Glendale to Sylmar in that entitlement fees in Sylmar are zero and in Glendale they are $214,000/year. EDBR staff will assist in this relocation/expansion effort.

INTERNATIONAL TRADE EXHIBITION

On August 2, 1996, an international trade show and exhibition will be held at the Industry Hills Sheraton Resort Hotel. It is anticipated that upwards of 1,500 participants will view the exhibits and take place in discussions over a three day period. Spearheading the formation of this trade show is Assemblywoman Grace Napolitano and members of the different cities within her District. EDBR staff is involved in a significant outreach for this trade show, mailing up to 2,000 invitations to customers/businesses that we have worked with within the assemblywoman's district.
