This report highlights AQMD rulemaking activity for 1996 and beyond. Upcoming public workshops are noted, both in the regular calendar and in a separate list at the end of the report.

Background
The Rule Forecast Report presented to your Board each month outlines for the up-coming 18 months the anticipated meeting dates that staff will bring these control measures and additional rules forward for Board adoption. The Rule Forecast Report is amended as necessary to reflect Board decisions regarding the rule adoptions or when additional staff research or public consultations postpone proposed adoption hearing dates.
Proposal
The draft 1997 AQMP proposes seven control measures to reduce VOC emissions, one for NOx, and seven for PM10, including ten major control measures proposed to be adopted during the end of 1996 and through 1997. The most significant of the control measures to be brought before the Board in 1996 and early 1997 are seven measures that are also contained in the 1994 AQMP. Six of these measures are designed to reduce VOC emissions, while another measure will reduce PM10 emissions. The proposed control measures for VOC include:
· Rule 1171 - Solvent Cleaning Operations
Proposed amendments will provide more than half of the VOC emission reductions from stationary sources required by 2005. Emissions will be further reduced by the use of cleanup solvents containing less VOC.
· Rule 1107 - Coating of Metal Parts and Products
Proposed amendments include requirements for using reformulated low-VOC content coatings and application methods with high transfer efficiency. Alternately, control equipment with high collection and destruction efficiencies may be required.
· Rule 1113 - Architectural Coatings
Proposed amendments include requirements for using reformulated low-VOC content coatings.
· Proposed Rule 1138 - Restaurant Operations
Proposed language includes requirements for establishing a limit on the total amount of emissions (PM10 as well as VOC) from a restaurant, rather than limits on individual pieces of cooking equipment. However, as there are many different methods of controlling emissions, the selection of the method would be made by the establishment.
· Rule 1145 - Plastic, Rubber, and Glass Coatings
Proposed amendments will include requirements for using reformulated low-VOC content coatings and application methods with high transfer efficiency. Alternately, control equipment with high collection and destruction efficiencies may be required.
· 1176 - Sumps and Wastewater Separators
Proposed amendments will ensure further emission reductions from process drains and wastewater separators at refineries and chemical plants.
The stationary source PM10 control is Proposed Rule 1105.1, which will require controls on petroleum refinery fluid catalytic cracking units. Adoption of the six VOC control measures will more than compensate for the emission reductions previously anticipated in the 1994 AQMP to be accomplished by VOC RECLAIM.
Pending the Board's action on the draft 1997 AQMP, the Rule Forecast Report will be amended to accurately reflect the proposed additions and deletions of control measures scheduled for adoption.

The technology review reveals that VOC concentration limits can be reduced
to 185 grams per liter, as applied with powder coatings for both general
and high gloss coatings. Non-compliant solvent-borne high solids coatings
could be vented to control equipment. The use of acetone, an exempt solvent,
will also reduce emissions.

Proposed amendments will clarify rule requirements, increase/decrease
some VOC limits to reflect current technology and provide consistency between

Proposed rule provides an additional strategy to generate Mobile Source Emission
Reduction Credits through the identification and repair of high-emitting
on-road vehicles. Remote sensing technology will be used for the identification
of these vehicles.

| Reg. XXX * Title V Operating Permits |
Regulation XXX was developed to establish the parameters for an operating
permit program that satisfies the requirements of Title V of the Clean Air
Act Amendments of 1990. On August 29, 1994, U. S. EPA proposed revisions
to regulations that define the minimum elements of an approvable operating
permit program. These regulations are expected to be finalized in 1996.
Regulation XXX will then be amended to parallel changes in the EPA program.
In addition, changes are proposed to facilitate approval and clarify
approvability.

The proposed rule will take the first step of a two-step approach to potential
flare emissions reduction by gathering data on flaring operations at petroleum
refineries to assess the need for, or the level of, any future controls to
reduce flare emissions. This first step will require refineries to monitor
flaring activities for the amount and composition of gases being flared.
If the data demonstrates a need to control flaring operations, step two of
the rule will be to develop specific control requirements to reduce flare
emissions.

Proposed amendments will be based on a recent review of available technology.
Emissions associated with inks and fountain solutions can be reduced with
current available technology. The advent of ultraviolet and electron beam
technology will allow a switch from conventional inks to inks with little
or no VOC emissions. Solvent cleanup emissions will also be reduced through
the use of automatic blanket washers and vegetable-based solvents.
