Proposal:

Amend Contract with Telos Consulting Services to Increase the Funding for Systems Development Work

Synopsis:

At its June 10, 1994, meeting, the Board approved a contract with Telos Consulting Services (Telos) to provide system development services on a task-by-task basis. This is a basic ordering agreement, where specific work is defined, and individual task orders issued. During the contract period, additional funding is needed as system development requirements are identified. Staff recommends that the contract be modified to add additional funding in the amount of $100,000 to accommodate identified projects through June 1996. Funding is included in the Fiscal Year 1995-96 budget for Information Management to cover these expenses.

Background

At its June 10, 1994, meeting, the Board approved award of a contract to Telos Consulting Services, a minority-owned business, for systems development support. This is a task order type contract where individual work orders are issued on a competitive basis and additional funding is provided as system development requirements are identified and task orders issued. The contract is for a one-year period with two one-year renewal options. The first renewal option has been exercised and the contract is currently funded from the Information Management FY 1995-96 budget.

Five task orders are scheduled to be awarded by May 30, 1996 (see Attachment 1). The estimated cost to complete the work on these task orders exceeds the amount of funding in the current contract. Staff recommends that the contract be modified to add additional funding in the amount of $100,000 to bring the total contract value to $620,500 for the two budget years. The amount of additional funding required is based on the funds remaining in the current contract and a cost estimation for the upcoming task order awards.

Resource Impacts

Funds for these tasks are included in the approved FY 1995-96 budget for Information Management under its Professional and Special Services account.
