Synopsis:

The Stationary Source Committee met on Friday, January 19, 1996. Following is a summary of that meeting. The next Stationary Source Committee meeting is February 16, 1996, at 11:00 a.m., in Conference Room CC8.

Chair Mee Lee and Committee Members Ron Loveridge, James Silva, Candace Haggard, and Nell Soto were present.

Summary

The Committee reviewed the items on their agenda (copy produced below). Comments were noted on the following items:

1. New Source Review
The Committee received the status report and sought clarifications on a number of points. On the issue of "past NSR debts paid," the Committee felt that some equity adjustment should be developed. The Committee also discussed the fact that the Home Rule Working Group had reviewed NSR issues and would be discussing the item further at their February meeting.

2. Air Toxics 1996 Annual Report
The 1996 Annual Report was presented. The program has been very successful in producing voluntary reductions of toxic emissions. The Committee discussed the proposal to make the public meetings optional. Concern was expressed over this proposal. The Committee Members were opposed to reducing the requirements for these meetings. In addition, they wanted an opportunity to consider expanding the criteria for public notice.

3. Expedited Permitting Service
The Committee Members were very supportive of the proposal.

4. Amnesty Program
The progress of the program was discussed. Three months into the program, over 300 permit applications have been received for: auto repair, auto body shops, printers, and I/C engines. Roughly half of the applications received have resulted in permits being issued. Many of the companies responding are involved in Freon recycling. The Committee also discussed the fact that only some of the fees were waived. The term "amnesty" to some businesses implied carte blanche waiving of fees, when that isn't the case. The program provides "partial" fee amnesty.
