PROPOSAL: Issue a Request for Proposals to Enhance the Current RECLAIM NOx/SOx Central Station Computer System

SYNOPSIS: The District is seeking qualified bidders to enhance the current RECLAIM NOx/SOx Central Station Computer System. The existing RECLAIM NOx/SOx Central Station Computer System receives emissions and compliance data in electronic and paper format; performs rule compliance analysis; and allows District staff to interact with the results of the analysis. The enhancements will improve the electronic reporting, add new compliance analysis, and provide tracking and assignment of compliance analysis results. This system will help ensure enforceability of the NOx/SOx RECLAIM Program by performing automated compliance analysis in a timely manner.

Background

In March, 1993 the Board approved the development of the Emission Reporting System (ERS) in support of the RECLAIM program. The ERS provides for the electronic acquisition of emission and compliance data from RECLAIM facilities. The development of the ERS was the first stage in developing the systems necessary to determine compliance with RECLAIM Rules 2011 and 2012. Two projects were included in the District's FY 1993-94 budget to continue the staged development of a NOx Central Station Computer System and a SOx Central Station Computer System in support of RECLAIM. In June of 1994 , the Board approved a contract for development of the RECLAIM NOx/SOx Central Station. The RECLAIM NOx/SOx Central Station performs automated rule compliance analysis on emission and compliance data reported by RECLAIM facilities. The attached Request for Proposals (RFP) will enhance the existing RECLAIM NOx/SOx Central Station Computer System by increasing the emissions and compliance data that is captured, and performing additional compliance analysis.

Proposal

The goal of this procurement is to enhance the RECLAIM NOx/SOx Central Station Computer System which performs automated compliance analysis on emissions from RECLAIM facilities in the oxides of nitrogen (NOx) and oxides of sulfur (SOx) markets. The existing RECLAIM NOx/SOx Central Station Computer System receives emissions and compliance data in electronic and paper format; performs rule compliance analysis; and allows District staff to interact with the results of the analysis. The enhancements will improve the electronic reporting, add new compliance analysis, and provide tracking and assignment of compliance analysis results. It is an integral part of the systems necessary to determine rule compliance and to maintain emission inventories.

A systems integrator will be selected through an open-bidding process in accordance with the District's Consultant Selection Policy and Procedure. The contract award will not exceed $231,000. Funding is included in Information Management's Professional and Special Services Account under the FY 1995-96 Budget.
