PUBLIC ADVISOR'S REPORT

NOVEMBER 1995

BUSINESS OUTREACH & PUBLIC EDUCATION

During the month staff participated in the following activities, programs and events:

BUSINESS CLEAN AIR PARTNERSHIP - The Public Advisor's Office was involved in the following activities involving the Business Clean Air Partnership:

Amnesty Expanded To Include 10-Ton Sources - Public Advisor worked closely with large industry to agree on language that allowed 10-ton sources to participate in the Amnesty program for most of their small equipment. We achieved consensus and had industry support for the revisions to Rule 310 that were adopted on November 13, 1995.

Amnesty Outreach - During November the Public Advisor's Office mailed special notifications to 15,000 businesses announcing the Amnesty program. The notices were specifically written for each type of industry (SIC code) and included a list of typical equipment each industry might have. These notifications, more than any other outreach effort, resulted in hundreds of calls from businesses requesting further information. Additional mailing are scheduled through February.

REGULATION VII OUTREACH - The Public Advisor's Office recently wrote letters to area child care referral centers about the proposed changes in Regulation VII, emphasizing the effort to expand the agency's notification procedure of unhealthful air quality forecasts to include all educational facilities, including day care centers and preschools. Staff has coordinated efforts with these referral centers to schedule 10 meetings through Spring, 1996. An article has been produced for publication in newsletters of several resource and referral centers. Public education materials also have been provided for the upcoming Health Awareness Week program to be put on by the Pomona Unified School District in January.

ASTHMA AND ALLERGY FOUNDATION MOBILE TREATMENT UNIT - The District is cosponsoring a mobile treatment unit offered by the Asthma and Allergy Foundation that will provide asthma treatment, education and information to low-income children at their school sites. The service will be provided by physicians from the Los Angeles County/USC Medical Center and nurses from the Los Angeles Unified School District. AQMD publications will be distributed from the vehicle to parents, teachers and students on health effects of smog, how pollution levels are monitored and how to minimize exposure to air pollution.

Events

LOS ANGELES BUSINESS OUTLOOK CONFERENCE - November 29, 1995 at the Biltmore Hotel in Downtown Los Angeles. AQMD was a cosponsor of the Los Angeles Chamber of Commerce's 47th Annual Business Outlook Conference. In return for the cosposorship, AQMD was mentioned in all pre-conference press releases, announcements, conference programs and other promotional materials, including the Chamber's monthly newsletter that has a circulation of 45,000. The Public Advisor's Office provided staffing, an information table and business outreach materials for attendees.

BUSINESS FINANCING WORKSHOP - November 14, 1995, at Chino City Hall. The Public Advisor's staff gave a presentation on AQMD's business assistance programs and the District's new Amnesty program to local businesses attending the workshop, sponsored by the Inland Empire Small Business Development Center. Information and brochures on the AQMD's Business Clean Air Partnership, Customer Bill of Rights and other business assistance programs was also distributed.

VISITING DIGNITARIES - The District was visited on November 9, 1995, by Henrik Sandberg, a Swedish attorney researching transportation control programs in the United States; and on November 16 by a delegation from the Korean Ministry of Environment interested in compliance issues.

* IVR = Interactive Voice Response system. This automated phone system provides callers with self-service access to information on meetings, workshops, air quality readings and forecasts by simply entering their zip codes. Callers can also request rules or publications, and obtain updates on District programs. The system is operational 24-hours-a-day, 7-days-a-week. August is the first full month that data from the IVR has been available
