PROPOSAL: Recommendation of Advisory Council Concerning
Advisory Council Membership
SYNOPSIS: During the last year several Advisory Council
members have resigned because of job changes and residential relocations.
At this time the Advisory Council is recommending appointment
of two individuals to each serve a two-year term expiring July
31, 1997.

Background
The Advisory Council, established in April 1977 through
Board resolution and since 1980 mandated under state law (Health
& Safety Code 40428), is a technical advisory committee with
specialized expertise on issues impacting clean air. Its composition,
duties and activities are prescribed in Resolution 89-30 (Attachment
1), adopted by the Governing Board on July 7, 1989, which
sets its membership at a maximum of 20. Its organization consists
of three committees: Atmospheric Sciences Committee; Regional
Planning & Economics Committee; and Health/Risk Assessment
Committee.
Proposal
During the last year three Advisory Council members
resigned because of job changes and residential relocations. Currently,
there are 9 vacancies and 11 members. In July 1995 the Governing
Board approved the re-appointment of the current 11 members for
another two-year term expiring July 31, 1997. The Advisory Council
recommends that the Governing Board appoint two individuals, Dr.
Kathleen Wolf and Dr. Warren Blier, to serve through the current
term expiring July 31, 1997. Dr. Wolf's and Dr. Blier's resumes
are provided as Attachment 2 and 3, respectively.
Resource Impacts
Under the adopted Board resolution a $100 per diem
and roundtrip mileage (at $0.28 per mile) is paid to Advisory
Council members. These expenses are budgeted in FY 1995-96. Therefore,
this appointment would have no additional impact on the budget.
