PROPOSAL: "Clean Air Partners: Moving Above & Beyond" Awards Ceremony

SYNOPSIS: The AQMD will recognize RECLAIM facilities that have demonstrated continuing compliance with AQMD rules and regulations and have made outstanding efforts to meet all the requirements of RECLAIM rules in a timely manner.

RECOMMENDED ACTION:

1. Approve the attached report.

Clean Air Partners Awards Facilities


Twenty-six facilities have earned an "A+" for their exceptional efforts at achieving early compliance with the monitoring, reporting and recordkeeping requirements of the RECLAIM rules. For their efforts each company will be presented with a Clean Air Partners Award during the Governing Board Hearing on January 12, 1996.

On October 15, 1993, the AQMD Governing Board adopted the RECLAIM program. The goal of the RECLAIM program is to provide facilities with added flexibility in meeting emission reduction requirements and lower the cost of compliance. The implementation of RECLAIM during the first compliance year was highly successful. Please see the companion report on this agenda for the first RECLAIM Annual Report.

Compliance rates were very high for the first year of the program; and, many companies deserve praise. However, 26 companies earned an "A+." The criteria for the Clear Air Partners Awards were:

Early installation and operation of monitoring equipment; and,

Consistent and correct reporting of emissions.

To these facilities we offer deepest congratulations -- job well done!
