PROPOSAL:
Recognize and Appropriate Funds from the ARB for the Second Year Operation
of the Monitoring Sites for the Children's Health Study in the South Coast
Air Basin
SYNOPSIS:
In FY 1995-96, AQMD assumed operation of four ARB monitoring sites and
added monitoring equipment to four existing sites as part of the Children's
Health Study. For that first year, ARB provided $150,000 to fund the operation
of the stations. For the second year, ARB will again provide $150,000 to
continue the operation of the air monitoring stations. This action is to
recognize the $150,000 from ARB and appropriate these funds to the FY 1996-97
Budget.

Background
The ARB has requested the AQMD to assume the operation
of four monitoring sites established for its ten-year Children's Health
Study and operate additional equipment at four existing AQMD sites. ARB
provided $150,000 in the first year through June 1996 under an interagency
agreement, to assume the operation of the stations. The monitoring phase
of the study is expected to continue until the year 2000. ARB has again
requested the AQMD to continue the operation of the four monitoring sites
from July 1996 through June 1997. ARB and AQMD staff will review monitoring
needs for the study annually.
Proposal
Continue operation of the Children's Health Study monitoring
sites and equipment for FY 1996-97.
Resource Impacts
The program is fully funded by ARB. Since the receipt of these funds by the AQMD constitutes a budget supplement within the meaning of Health and Safety Code 40720(j), notice of this proposed supplement was published in the Los Angeles Daily Journal, San Bernardino Sun, Riverside Press Enterprise, Orange County Register, and the Inland Valley Bulletin.
