PROPOSAL:
Issue RFP to Pre-Qualify Vendors for Replacement and Repair Services
for Local Area Network, Wide Area Network and Personal Computers
SYNOPSIS:
Through a competitive bid process, the AQMD is seeking to pre-qualify
vendors capable of providing various services and supplies to maintain
the personal computer (PC) infrastructure. Vendors selected will be the
sources for hard disk, printer, modem and other telecommunication subsystem
repairs. They will also be the sup-pliers for routine PC, Wide Area Network,
Local Area Network repair and installation parts. The bidding and pre-qualification
process will ensure that the AQMD is using the most cost-effective providers
for these services and supplies.

Background
In the FY 1996-97 Budget, funds have been allocated for the maintenance
and repair of AQMD's personal computer infrastructure, which includes both
desktop hardware and the connecting telecommunications networks, i.e.,
the Local Area Network (LAN) and the Wide Area Network (WAN). The scope
of the effort requires the provision of both parts and services for a variety
of routine repairs and installation functions for desktop hard-ware and
other telecommunication subsystems (including hard disks, printers, modems,
etc.).
Proposal
Through the attached RFP, the AQMD is seeking to competitively pre-qualify
vendors providing the needed desktop hardware and telecommunication parts
and services. These vendors will be used to provide the miscellaneous computer,
network, and telecommunications parts and repair services needed during
FY 1996-97. The use of pre-qualified vendors will facilitate the ordering
of these supplies and services in that they will be the only vendors allowed
to submit quotes for miscellaneous parts and repair services. Parts or
repair services not available from these pre-qualified vendors will be
acquired in accordance with the AQMD's purchasing policy. These bidding
and pre-qualification processes will ensure that the AQMD is using the
most cost-effective providers for these services and supplies. Vendors
selected as a result of this RFP process will remain pre-qualified for
a period of two years.
Staff will develop a public service announcement advertising the RFPs
on local radio stations and will advertise this RFPs in the following publications:
California State Contracts Register, Eastern Group
Publications, El Chicano, Hispanic News, Inland Valley Daily Bulletin,
La Opinion, La Voz, Los Angeles Sentinel, Los Angeles Times, M/W/DVBE Source,
Orange County Register, Precinct Reporter, Rafu Shimpo, Riverside Press-Enterprise,
San Bernardino Sun, The Black Voice News, and The Excelsior.
Copies of the RFPs will be sent to the Black and Latino Legislative Caucuses and interested minority contractors/professional associations and vendors listed in the Los Angeles County, MTA, Cal Trans, and Inland Area MBE/WBE directories. Further, the RFPs will be placed on the AQMD's internet and bidders' 24-hour telephone message line.
