PROPOSAL:
Issue RFQs to Pre-Qualify Vendors for Providing Recycled Copy Paper,
Printing Services, Miscellaneous Printing Paper Stock, Unleaded Fuel, and
Automotive Mechanical Repair and Service
SYNOPSIS:
Administrative Policy and Procedure No. 35 requires the establishment,
through Board approval, of a list of pre-qualified vendors for purchase
of non-consultant services and supplies. These RFQs will be used to establish
lists of pre-qualified vendors from which service and supplies will be
purchased. From these lists, competitive bids will be solicited for recycled
copy paper, printing services, miscellaneous printing paper stock, unleaded
fuel, and automotive mechanical repair and service as needed for a twelve-month
period.

RECOMMENDED ACTION:
Approve the release of the attached RFQs for pre-qualifying vendors
for recycled copy paper, printing services, miscellaneous printing paper
stock, unleaded fuel, and automotive mechanical repair and service.

Background
AQMD purchases printing services, miscellaneous printing
paper stock, copy paper, unleaded fuel, and automotive mechanical repair
and service. These services and supplies are used regularly for efficient
operation of this agency. During the first 10 months of FY 1995-96, the
expenditures for these services and supplies were as follows: Recycled
copy paper $100,000; printing services $116,000; miscellaneous printing
paper stock $37,000; unleaded fuel $161,000, and automotive mechanical
repair and service $172,000.
Proposal
Inform vendors of services and supplies solicited and
purchased by the District and obtain material prices for competitive comparison.
Vendors selected as a result of this RFQ process will be recommended to
the District Board for placement on the appropriate vendor pre-qualification
list.
Staff will develop a public service announcement advertising
the RFQs on local radio stations and will advertise these RFQs in the following
publications:
California State Contracts Register, Eastern Group
Publications, El Chicano, Hispanic News, Inland Valley Daily Bulletin,
La Opinion, La Voz, Los Angeles Sentinel, Los Angeles Times, M/W/DVBE Source,
Orange County Register, Precinct Reporter, Rafu Shimpo, Riverside Press-Enterprise,
San Bernardino Sun, The Black Voice News, and The Excelsior.
Copies of the RFQs will be sent to the Black and Latino Legislative Caucuses and interested minority contractors/professional associations and vendors listed in the Los Angeles County, MTA, Cal Trans, and Inland Area MBE/WBE directories. Further, RFQs will be placed on the AQMD's internet, bidders 24-hour telephone message line and, where appropriate, staff will attend minority and women business associations and chambers of commerce meetings to inform them of these business opportunities.
