Administrative Committee

SYNOPSIS:

The Administrative Committee met Friday, June 21, 1996, and reviewed the proposed agenda for the July 12, 1996 Board meeting. The Committee also discussed various issues detailed in the Committee report. The next Administrative Committee meeting is Friday, July 19, 1996, at 9:30 a.m., in Conference Room CC8.

Receive and File this report.

Attendance:

Present were Committee Chairman Jon Mikels and Committee Members William Burke, Candace Haggard, Mee Lee and Leonard Paulitz. Absent was Michael Antonovich. Supervisor James Silva and Councilwoman Nell Sotoalso were present, not voting.

Approval of Compensation for Board Member Assistant(s): Leonard Paulitz requested that the hourly rate for his assistant, John Dutrey, be increased from $15 per hour to $18 per hour since Mr. Dutrey has acquired his Masters Degree and the services he provides is commensurate with the increase. Chairman Mikels agreed and requested approval of the contract extensions for Board Assistants as set forth in Attachment A. Bill Burke inquired why the assistants’ contracts specifically define the amount of compensation and why Board Members are not just allowed to spend the money allocated to them. Jon Mikels replied the amount has to be reflected in the contracts. Moved by Burke, seconded by Paulitz, and unanimously approved.

Staff Recommendations for July 12, 1996 Board Meeting

Recommended for Approval by the Administrative Committee:

1. Approve Out-of-Country Travel: No out-of-country travel was requested this month. This item will be on the Administrative Committee agenda for transmittal to the full Board on a regular basis.

2. Receive and Appropriate Funds from the EPA for Three Air Monitoring Projects Moved by Lee, seconded by Paulitz, unanimously approved.

3. Receive and Appropriate Funds from the ARB for the Second Year Operation of Monitoring Sites for the Children’s Health Study in the South Coast Air Basin
Moved by Haggard, seconded by Paulitz, unanimously approved.

4. Recognize and Appropriate Funds from U.S. EPA to AQMD to be Used to Assist States in Developing their Small Business Assistance Programs
Moved by Lee, seconded by Haggard, unanimously approved.

5. Issue RFP for Library Services and Supplies
Moved by Lee, seconded by Paulitz, unanimously approved.

6. Issue RFP for Personal Computer, Local Area Network and Wide Area Network Replacement and Repair Services
Moved by Lee, seconded by Paulitz, unanimously approved.

7. Issue RFQs to Pre-Qualify Vendors for Providing Printing Services, Miscellaneous Paper Stock, Copy Paper, Fuel, and Automotive Repair

Public Comment:

In regard to the possible further continuance on the July Board item to set a Public Hearing on August 9, 1996 to Amend Rule 201-Permit to Construct, Jeb Stuart stated if companies are prohibited from making any preparation before obtaining a Permit to Construct they will move out of the Basin. Companies most affected are the ones that are thinking about moving here. If they have to wait six months for their permit, they will go somewhere else. If the District shows opposition, the EPA will back off. Gene Beck advised the Committee that it’s not just large businesses that are affected; if, for example, EPA will not allow a strip mall to break ground until the tenants (i.e., a dry cleaner) have appropriate permits, then small businesses are affected as well.
