The Stationary Source Committee meeting of Friday, June 21, 1996 is summarized in this report. The next Committee meeting is July 19, 1996, at 10:30 a.m., in Conference Room CC8.

Attendance
Present were Committee Chair Mee Hae Lee and Committee Members Candace Haggard, James Silva, Nell Soto, and Ron Loveridge (who arrived at 10:40 a.m.).
Summary
The Committee discussed their role in reviewing items already set for public hearing on the Governing Board agenda. It was suggested that items on their agenda be reviewed prior to going to the Administrative Committee. This would promote timely communication of their recommendations to the full Governing Board. The Committee decided to discuss this recommendation with Chairman Mikels.
The Committee reviewed the items on their agenda (attached). Comments were noted on the following items:
1. Rule 430 - Breakdown Provisions
Pang Mueller discussed the proposed amendments to the rule. She summarized the proposal to expand relief to violations of certain rules and permit conditions in the event of a breakdown that meets AQMD criteria, and clarified that the rule is not applicable to RECLAIM pollutants at RECLAIM facilities. The basis for requiring prompt reporting of breakdowns was also highlighted. (This item is scheduled for Board hearing on July 12, 1996.)
2. Rules 2002, 2004, 2005, 2011, 2012 and 2015
These Regulation XX items were presented by Pang Mueller. Pang explained that this group of rules will increase implementation flexibility and cost effectiveness for RECLAIM facilities. (This item is scheduled for Board hearing on July 12, 1996.)
3. Recission of Rule 1421 - Control of Perchloroethylene Emissions from Dry Cleaning Operations
Ben Shaw explained the options to (1) repeal Rule 1421 and instead enforce the state Air Toxics Control Measure (ATCM), which has been determined to be equivalent to the federal NESHAP, versus (2) retaining Rule 1421 and seeking a state and federal equivalency determination. The former proposal, recommended by staff, streamlines compliance requirements. Ben reported that five dry cleaning associations were polled. Three responded and are in favor of this approach which should result in a decreased burden on business. The Committee asked staff to check again with the two dry cleaning associations who did not respond to the poll. This item will be discussed at the next Home Rule Working Group meeting on June 27.
4. Rule 1171 - Solvent Cleanup
Pom Pom Ganguli presented this item. He said that this rule was being proposed as part of the alternative VOC control rules to replace VOC RECLAIM. It will reduce VOC emissions by 15.9 tons/day--the largest reduction of any recent VOC rule. The Committee recommended that staff try to simplify the Clean Air Solvent Exemption Criteria and make it easier to comply with. In response to a question from the public, Pom Pom explained that Rule 1171 applies to both permitted and unpermitted facilities, and outreach efforts have been undertaken to inform users who do not have AQMD permits. The Committee recommended a full Board discussion on the issue of rule applicability to unpermitted sources and recommended staff bring forward examples of specific outreach efforts from the Public Advisors office.
5. Proposal to Streamline Permit Application Processing
Ed Pupka explained recent enhancements to the 7/30/180-day permit application processing program. The new procedures will further streamline the internal permit application process. The Committee expressed appreciation for the continuing effort to improve service and discussed the need to ensure these messages reach the public through our outreach efforts. The Committee also urged staff to encourage persons with positive stories to attend the Board meetings.
