PROPOSAL:
Cost-Share the Development of a Prototype Economical Advanced Electric
Vehicle and a Plan for California Production
SYNOPSIS:
ARB has requested that the AQMD contribute $500,000 to a $2.4 million
program to produce an EV design and analysis of the processes/costs of
developing and manufacturing low production volumes of advanced EVs in
California. ARB proposes to partner with Troy Design and Manufacturing
(TDM) for this project.

RECOMMENDED ACTION:
In light of recent input provided by ARB, reconsider the staff recommendation
in last month's Board Letter to authorize a contract with ARB to co-fund
the design and production analysis of an advanced electric vehicle, not
to exceed $500,000.

Background
At the June 14, 1996 Board meeting, several members of the public testified
in opposition to the proposed cost-sharing of this project. (The letter
presented to the June 14, 1996 Governing Board meeting is attached and
provides further background information.)
The Governing Board continued the item to the July 12, 1996 meeting
and requested that ARB be contacted and provided with the questions raised
by the Governing Board and the public. Chairman Mikels sent the attached
letter to ARB Chairman John Dunlap and spoke with Mr. Dunlap, encouraging
ARB to send a representative to the July 14, 1996 meeting to address
any questions which may be asked regarding this project.
