Tenth Semi-Annual Report of the Coachella Valley PM10 Technical Working Group

Synopsis:

As part of Resolution 90-49 adopting the 1990 SIP for PM10 in the Coachella Valley (90-CVSIP), the District Board established a Technical Working Group (TWG) to evaluate technical information and to resolve technical issues encountered during SIP implementation and its subsequent 1994 revision. One of the requirements of the TWG is to prepare semi-annual progress reports to the District Board and the Coachella Valley Association of Governments’ Executive Committee. This is the tenth semi-annual report and covers the period July 1, 1995 through December 31, 1995.

Background

As part of Resolution 90-49 adopting the 90-CVSIP, the Governing Board established a TWG comprised of District staff members and designated representatives from the Coachella Valley Association of Governments (CVAG). The TWG's objectives are to evaluate technical information, pursue funding sources for local governments, and resolve technical issues encountered during the implementation of the Plan, which now includes the 1994 PM10 CVSIP revision. One of the requirements of the TWG is to prepare semi-annual reports for AQMD's Governing Board and CVAG's Executive Committee.

The attached report represents the TWG's tenth semi-annual report, covering the period July 1, 1995 through December 31, 1995. Key accomplishments during this six-month period include the following:

  1. CVAG acceptance of a technical report prepared by UC Riverside College of Engineering-Center for Environmental Research and Technology documenting that PM10-efficient street sweeping equipment is presently available;

  2. completion of all field reviews for PM10-reduction projects funded through the federal Congestion Management and Air Quality Improvement portion of the Intermodal Surface Transportation Efficiency Act;

  3. initiation of an ad hoc committee to evaluate long-term funding options for the clean streets management program; and

  4. AQMD sponsorship of a two-phased PM10 health effects study to be conducted by staff from the California Public Health Foundation and the State Office of Environmental Health Hazard Assessment.
