Proposal:

Establish Office of Public Affairs & Local Government Assistance and the position of Deputy Executive Officer to Administer its Responsibilities; Create the Local Government and Small Business Assistance Committee; and Institute an Annual General Assembly
Synopsis:
Public outreach is an increasingly important element of the AQMD�s effective inter-action with the communities it serves. These actions will enhance the AQMD�s outreach efforts.

Recommended Action:
  1. Establish the Office of Public Affairs & Local Government Assistance (PA&LGA) and the position of Deputy Executive Officer (DEO/PA&LGA) to administer its responsibilities;
  2. Create the Local Government and Small Business Assistance Committee; and
  3. Institute an Annual General Assembly to review progress in reducing emissions and assessing the impacts on local communities and the economy.

Background
Over the last few years the District has established a collaborative public process for the development of new regulations, the AQMP and the Budget. Over a thousand organizations, local governments, businesses and individu-als participate on a regular basis in numerous committees, task forces and working groups. However, the District needs to do a better job of involving small businesses in the process and ensuring that their specific needs and concerns are addressed. It is vitally important that the District be an integral part of all of the communities it serves, including minority communities. The goal is to understand the needs of citizens and local business owners who are affected by District regulations while meeting state and federal mandates to protect public health. For these reasons, public outreach is an increasingly important responsibility and needs to be given greater recognition within the agency�s organizational structure.

Proposal
As more specifically set forth in Attachment A, this proposal is to:

  1. Establish the Office of Public Affairs & Local Government Assistance (PA&LGA) and the position of Deputy Executive Officer (DEO/PA&LGA) to administer its responsibilities;
  2. Create the Local Government and Small Business Assistance Committee; and
  3. Institute an Annual General Assembly to review progress in reducing emissions and assessing the impacts on local communities and the economy.

The purpose of these actions is also set forth in Attachment A as are the responsibili-ties of the DEO/PA&LGA, details regarding the Local Government and Small Business Assistance Committee, and the SCAQMD General Assembly.

Resource Impacts
The DEO/PA&LGA position will be advertised with the salary range applicable to all Designated Deputy positions ($63,778 up to $119,200) and will be a contract man-agement position. Normal attrition should allow this new position to be created and still meet the Board�s commitment to downsize the agency. Thus, no additional FTE is requested.
