Issue a Request for Proposals as an Element of the Fiscal Year 1995-97 AB 2766 Discretionary Work Program for the Final Component of the Zero-Emission Vehicle "Quick Charge" Program

Synopsis:

As part of the Fiscal Year 1995-97 AB 2766 Discretionary Work Program, the MSRC proposed a three-component, $7 million Zero-Emission Vehicle "Quick Charge" Program, including an Outreach Coordinator, a buydown incentive, and an Electric Vehicle Corridor Communities Program. The first two components were previously approved by the Board. The EV Corridor Communities Program component will assist communities in preparing for EVs by testing the consumer market and demonstrating the infrastructure, permitting process, and coordination necessary for the smooth introduction of larger quantities of EVs. This RFP provides $600,000 for this effort, including a $75,000 minimum award to each of the four counties.

Background

Assembly Bill 2766 provides that 30 percent of an annual $4 vehicle registration fee subvened to the AQMD be placed into an account to be allocated pursuant to a work program developed and adopted by the MSRC and approved by the AQMD Governing Board. On December 7, 1995, the AQMD Governing Board approved the MSRC's Fiscal Year 1995-97 AB 2766 Discretionary Fund Work Program, including a three-component, $7 million Zero-Emission Vehicle "Quick Charge" Program, including an Outreach Coordinator, a buydown incentive, and an Electric Vehicle Corridor Communities Program. In November 1995 the Planning Center, with subcontractors Southern California Economic Partnership and Battelle Memorial Institute, was chosen as the ZEV "Quick Charge" Outreach Coordinator for an 18-month appointment for an amount not to exceed $175,000, and a $6 million RFQ was released in early December 1995 for the $5,000 buydown incentive. The final element is an EV Corridor Communities Program.

Proposal

The MSRC's technical staff has prepared the attached RFP to solicit the participation of general purpose local governments in a demonstration of electric vehicles and infrastructure within the South Coast Air District. The EV Corridor Communities Program will demonstrate the infrastructure, permitting process, and coordination within and between communities, utilities, and manufacturers necessary to facilitate the introduction of larger quantities of Evs. Although all South Coast Air Quality Management District communities are eligible to participate, this program encourages deployment of EVs focused along three priority corridors (the 405, 10, and 215/91) and within communities that have committed to be "EV-ready" by encouraging the lease or purchase of EVs, installation of public charging infrastructure, and adoption of "EV-friendly" ordinances. This program element is funded at $825,000, although it may be augmented later in the process. Currently, the RFP provides for $600,000 in funding through a competitive bid process, including a $75,000 minimum award to each of the four counties within the South Coast Air District. The remaining $225,000 has been set aside in a program reserve to provide funding for underserved communities or strategic locations which may not receive funding through the competitive bid process. The MSRC wants the funds to be diffused throughout the four counties in order to ensure the success of EVs throughout the region. In addition, this funding is intended to be used to leverage contributions from other sources. Partnerships are encouraged among two or more local governments or local government(s) and utilities, private entities and/or business enterprises. All proposals submitted in response to the RFP will be due at the District by 5:00 p.m. Wednesday, July 10, 1996. Contract awards will be submitted to the AQMD Governing Board for consideration in September 1996.
