Synopsis:
A financial audit is annually performed on the AQMD in compliance with the Government Code and Single Audit Act of 1984. This audit is performed by independent Certified Public Accountants, and their reports are addressed to the Governing Board. The three-year contract with the AQMD's current auditors expires on June 30, 1996. This RFP is for financial audit services for fiscal years 1995-96, 1996-97, and 1997-98

Background
An independent financial audit results in an expression of an opinion on the fairness of AQMD's financial statements, and will include a management letter advising the AQMD of any material weaknesses in internal control, and all necessary reports on the AQMD's compliance with federally assisted programs.
Proposal
It is the practice of the AQMD to go out to bid at least every three years for the purposes of testing the market and providing the opportunity for other qualified firms to compete for AQMD procurements. Staff has prepared the attached RFP for the financial audit for fiscal years ending June 30, 1996, 1997, 1998 and intends to advertise for bids from qualified public accounting firms. A panel comprised of outside and AQMD representatives will evaluate all submitted proposals and provide to the Administrative Committee a list of the top qualified firms for their consideration. The Administrative Committee will make the recommendation to the Governing Board for final selection of a contractor.
