Fiscal Year 1995-96 Contracts
Synopsis:
In the March 1995 Report to the Governor and Legislature which summarized California Air Resources Board's (CARB) Recommendations on the Three-Year Budget Forecast for Fiscal Years 1995-96, 1996-97, and 1997-98, CARB recommended that a periodic report on contract activity be made available to the AQMD Governing Board and the public. Per the CARB recommendation, the attached report lists the number of contracts let during the first six months of Fiscal Year 1995-96, their respective dollar amounts, award type, and the authorized contract signatory for the AQMD.

Background
State law enacted in 1994, Health and Safety Code Section 40271, provides that the California Air Resources Board in consultation with the California Environmental Protection Agency review and comment on the South Coast Air Quality Management District's Three-Year Budget Forecast. As part of that review, the CARB made recommendations in both the administrative and program areas. This report implements a key recommendation regarding contracting and purchasing processes.
The attached contracts activity report is divided into four categories: New Awards; Other; Sponsorships; and Amendments. Within each category the information is broken-down further by contract type and within each type by level of approval (Board or Executive Officer). The largest number of contracts issued during this period were Amendments representing approximately 48% of the total. This was followed by New Awards at approximately 32% , Other at 13% and Sponsorships at 7%. A total of 122 contracts were awarded totaling $5,571,420. The Governing Board approved a total of 35 contracts totaling $4,318,450 and the Executive Officer approved a total of 87 contracts totaling $1,252,970.
