Amendments modify Tables 1 and 2 to include information reflecting current technology pursuant to Rule 2015. Additionally, language clarifications are proposed to enhance enforcement and maintain consistency.

2004 - Requirements

Proposed amendment will provide procedural consistency with Rule 430.

2005 - New Source Review for RECLAIM

Proposed amendments coordinate the date the Rule 2005 annual report is due to the AQMD Governing Board with the RECLAIM annual report.

2011 - Requirements for Monitoring, Reporting, and Recordkeeping for Oxides of Sulfur SOx. Emissions

Proposed amendments will include language clarifications and modifications for super compliance, CEMS repair, data substitution for process units, and peaking unit definition. Additional language clarifications are proposed to enhance enforcement and maintain consistency.

2012 - Requirements for Monitoring, Reporting and Recordkeeping for Oxides of Nitrogen NOx. Emissions.

2015 - Backstop Provisions

Proposed amendments establish an opportunity for the gray cement industry to demonstrate the effectiveness of the recommended control technologies prior to final implementation of the Rule 2002 change.

1306 - Emission Calculations NSR.

Proposed amendments will: clarify residency time requirements for portable equipment and provide a storage area exemption; clarify rule language without changing the intent; provide offset exemptions for companies that retired a NSR debt since 1990; and exempt methyl bromide emissions from offset requirements of Regulation XIII.

Proposed amendments will be based on a recent review of available technology. Development of new resins, reformulation with acetone, and add-on control technology will allow for reductions from acrylic formulations general one-component category., vacuum metalizing coatings, and electric-dissipating and shock-free coatings. Polyurethane general two-component category. coatings are expected to be replaced with one-component, water-based urethane with reduced VOC content. Replacement technology such as UV-curable coatings may also result in emission reductions in the distant future. Anticipated actual emissions reduction of 1.2 tons per day.

Proposed amendments will be based on a recent review of available technology. Coil coating facilities would be able to reduce emissions through reformulation and enclosure of roller coater units to capture fugitive emissions. Reductions may also be realized from drum manufacturers through coating reformulations, increased transfer efficiency of spray guns, and installation of control equipment. Anticipated actual emissions reduction of .68 tons per day.

This program will necessitate the adoption of new rules to implement administrative requirements and NESHAPS. Rules that may need to be amended include Rules 108, 109, 461, 462, 463, 464, 466, 477, 481, 1101, 1106, 1124, 1125, 1126, 1129, 1130, 1130.1, 1136, 1141, 1142, 1162, 1173, 1176, 1179, 1405, 1406, and 1420.

SEP `96 1118 - Emission Reductions from Refinery Flares *

Proposed rule will take a two-step approach to gather data on flaring operations at petroleum refineries to assess the need for, or the level of, any future controls required in order to reduce flare emissions. The first step will require refineries to monitor flaring activities for the amount and composition of gases being flared. If the data demonstrates a need to control flaring operations, step two of the rule will be to develop specific control requirements to reduce flare emissions.

SEP `96 1128 - Paper, Fabric, & Film Coating CM# CTS-G.

Proposed amendments will be based on a recent review of available technology. These facilities can achieve additional reductions through the use of reformulated materials, increased effectiveness of add-on control equipment, UV curable coatings and adhesives with negligible VOC emissions. Additional reductions will come from the use of hotmelt adhesives and resin impregnating applications. Anticipated actual emissions reduction of 1.79 tons per day.

Proposed amendments will be based on a recent review of available technology. Emissions associated with inks and fountain solutions can be reduced with current available technology. The advent of ultraviolet and electron beam technology will allow a switch from conventional inks to inks with little or no VOC emissions. Solvent cleanup emissions will also be reduced through the use of solvent recovery systems, lower vapor pressure solvents and further use of automatic blanket washers and vegetable-based wash solvents. Anticipated actual emissions reduction of 1.02 tons per day.

SEP `96 Regulation XXX - Title V Operating Permits *

Regulation XXX was developed to establish the parameters for an operating permit program that satisfies the requirements of Title V of the Clean Air Act Amendments of 1990. On August 29, 1994, U. S. EPA proposed revisions to regulations that define the minimum elements of an approvable operating permit program. These regulations are expected to be finalized in 1996. Regulation XXX will then be amended to parallel changes in the EPA program.

Proposed rule will reduce PM10 emissions from petroleum refinery fluid catalytic cracking units. Anticipated actual emissions reduction of 0.7 tons per day.

Proposed amendments will be based on a recent review of available technology. The technology review reveals that VOC concentration limits can be reduced to 185 grams per liter, as applied with powder coatings for both general and high gloss coatings. Non-compliant solvent-borne high solids coatings could be vented to control equipment. The use of acetone, an exempt solvent, will also reduce emissions. Anticipated actual emissions reduction of 1.89 tons per day.
