Stationary Source CommitteeSynopsis:
The Stationary Source Committee met on Friday, April 19, 1996. Following is a summary of that meeting. The next Stationary Source Committee meeting will be held on May 24, 1996, at 10:30 a.m., in Conference Room CC8.Recommended Action:
Receive and file this report.
Attendance
Present were Committee Chair Mee Hae Lee and Committee Members Nell Soto and Ron Loveridge. In the absence of Committee Members Marvin Braude and James Silva, Board Chairman Jon Mikels appointed himself an ad hoc member of the Stationary Source Committee for the meeting April 19, 1996 only. Also present, but not voting, was Leonard Paulitz.
Summary
The Committee reviewed the items on their agenda (copy attached). Comments were noted on the following items:
1. Cool Community Concept
Guest speaker Dr. Art Rosenfeld gave a presentation
focusing on what communities can do to lessen utility costs and,
thus, smog effects by various means. He reported that the color
of concrete, roofs, etc. (using more white and pastel colors)
cools the community and controls the smog. The Committee thanked
Dr. Rosenfeld and expressed interest in his study.
2. Regulation III - Fees
Mee Lee asked staff to prepare a response to statements
made by Speaker of the Assembly Curt Pringle in his April 17 press
release in the Orange County Register. In the article,
Pringle states that he has ordered a legislative committee to
conduct a thorough review of the budget of the South Coast Air
Quality Management District.
3. Proposed Modification to Rule 1145 - Plastic, Rubber, and Glass Coatings
The Committee suggested that staff describe the
expected VOC reductions and cost effectiveness. They also questioned
why this item was being brought up at this time, as the emissions
were rather low. It was agreed that staff would take a look at
the order in which VOC rules should go to the Board. After hearing
the Board's concerns, staff indicated a second public workshop
would be held prior to the July Board meeting.
4. Area Source Credits
The Committee asked staff to incorporate the flexibility
for accommodating innovative ideas, such as those presented by
Dr. Rosenfeld (item 1 above).
5. Rule 1136 - Wood Products Coatings
The Committee was pleased with the progress on the
rule. They reviewed the revised industry proposal which will
achieve 50 percent of the scheduled emission reductions. In addition,
they discussed the amount of time (6 months or a year) appropriate
for this next stage of reductions. Committee Member Loveridge
commented that the District exceeded any other organization he
was aware of in the time and effort expended on rule development.
He felt staff should publicize this work and note the process
of iteration that each rule goes through.
6. Rule 1113 - Architectural Coatings
Staff presented a 2-step proposal for rule development,
with certain revisions to be considered in August, and others
to follow next year.
