Mobile Source Air Pollution Reduction Review Committee

Synopsis:

The MSRC met on Thursday, October 24, 1996. A summary of key issues addressed at that meeting is set forth below. Since the MSRC canceled its November meeting, its next meeting will be Thursday, December 19, 1996, at 2:00 p.m. in Conference Room CC8.

Minutes

The minutes of the September 26, 1996, monthly meeting were approved, as submitted. These minutes are provided for your information as Attachment 1.

Development of the Fiscal Year 1997-99 AB 2766 Discretionary Work Program

The Lessons Learned Subcommittee, on which I participate, began its annual process toward developing the next work program. Its first meeting was devoted to critiquing the strengths and weaknesses of past work programs and advocating changes for the next work program. At the second meeting the Subcommittee debated several programs proposed by the committee and members of the public. The Subcommittee also established groups to develop the five individual work program components being proposed for the FY 1997-99 AB 2766 Discretionary Work Program. They are in the following areas: 1) Quick Charge 2, with additional focus on ultra-low OEM vehicles; 2) heavy-duty vehicles; 3) research; 4) TDM/Ridesharing/Rail Feeder; and 5) a $6 million AB 2766 20/80 (20% MSRC/80% cities) matching program aimed at encouraging and leveraging local entities’ use of their portion of AB 2766 City
Subvention Funds for local government programs consistent with the AQMP. The Lessons Learned Subcommittee has scheduled four additional meetings from 1-4 p.m. as follows: Thursday, November 7 in Orange County; Monday, November 25 in Redondo Beach; Friday, December 13 in San Fernando Valley; and Friday, December 20 at the AQMD. It is anticipated that Requests for Proposals will be submitted to the Governing Board for consideration in either February or March 1997. I will keep you posted as developments move forward.

Reimbursement Report on Actual AB 2766 Discretionary Program Expenditures for FY 1995-96 Fourth Quarter

In June 1995 the MSRC approved the reimbursement of miscellaneous administrative and mailing costs for FY 1995-96 for an amount not to exceed $30,000. Every quarter staff prepares a report on actual costs for the MSRC’s approval. For the final quarter of FY 1995-96 miscellaneous costs in the amount of $8,385.84 were reimbursed to the AQMD, for an annual total of $30,225.03.

Receive and Approve Final Reports

The MSRC received and approved four final reports, as follows:

1) El Segundo Employers Association Contract #C0033, which provided $100,000 for an El Segundo del Norte Metro Greenline Station;

2) City of Los Angeles/Department of Transportation Contract #C94011, which provided $300,000 to developing the programs linking land-use with transportation;

3) Bicycle Commuter Coalition of the Inland Empire Contract #C95005, which provided $43,452 for an Inland Empire Bicycle Commuter
Project; and

4) City of Lancaster Contract #C95009, which provided $140,330 for an EV Model Community Project.

All final reports for the AB 2766 Discretionary Program are filed in the AQMD's
Library.

Contract Modification Requests

The MSRC approved a minor scope change on Omnitrans Contract #C96037, which provides $1,312,024 for the purchase 16 CNG buses and 3 electric buses. In addition, the MSRC approved additional time to execute two FY 1995-97 contracts for the City of Montebello and Los Angeles County MTA.

The MSRC also received and filed a report on "Scope Changes Handled Administratively by the AQMD Contract Administrator." This report included only one no-cost, short-term contractual term extension for SCAG Rideshare Contract #C94046, which provides $160,448 for a Monrovia/Duarte TDM Program.

Contract Administrator Report

The MSRC's AB 2766 Contract Administrator provided a written status report on all fiscal year contracts. This Contract Administrator Report is also attached for your
information.
