Proposal:
Establish Lists of Pre-Qualified Vendors to Provide Recycled Copy Paper, Printing Services, Miscellaneous Printing Paper Stock, Unleaded Fuel, and Automotive Mechanical Repair and Service
Synopsis:
On July 12, 1996, the Board approved the release of RFQs to solicit bids from various vendors in order to establish lists of pre-qualified vendors from whom the AQMD would purchase various non-consultant services and supplies. This action is to establish pre-qualified vendor lists that will be used for the purchase of recycled copy paper, printing services, miscellaneous printing paper stock, unleaded fuel, and automotive mechanical repair and service as needed for a twelve-month period.

Approve the attached pre-qualified vendor lists for recycled copy paper, printing services, miscellaneous printing paper stock, unleaded fuel and automotive mechanical repair services for a period of 12 months.

Background
In accordance with the District’s Consulting and Contracting Policy, a public notice inviting bids was published in the following publications:
California State Contracts Register, Chinese Daily News, Eastern Group Publications, El Chicano, Inland Valley Daily Bulletin, Korean Central Daily, La Opinion, La Voz, Los Angeles Sentinel, Los Angeles Times, M/W/DVBE Source, Orange County Register, Philippine News, Precinct Reporter, Rafu Shimpo, Riverside Press Enterprise, San Bernardino Sun, The Black Voice News, and The Excelsior.
Additionally, potential bidders were identified through Los Angeles County’s Directory of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Directory of Certified Firms published by the Los Angeles County Metropolitan Transportation Authority; The Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; the Caltrans electronic bulletin board listing of Disadvantaged and Women Business Enterprises; the AQMD’s own electronic listing of certified minority vendors; and the Purchasing mailing list.
Copies of the RFQs also were mailed to the Black Caucus, Latino Caucus, and various minority chambers of commerce and business associations, and public service announcements were sent out to various local radio, TV, and cable stations. The RFQs also were posted on AQMD’s Internet Web Site. Further, personal outreach efforts by staff were made to various minority businesses and chambers of commerce to inform and invite prospective bidders to submit proposals.

Bid Evaluation
Evaluation panels were established to review the bids received. The panel for RFQs 1900 and 1902 consisted of 3 AQMD staff members, 2 Hispanics and one Black. The panels for RFQ 1901, 1903, and 1904 consisted of 3 AQMD staff members, one Hispanic, one Black, and one Caucasian. All vendors on the attached lists met the minimum requirements.
Resource Impacts
Funds are budgeted in the FY 1996-97 Budget to cover costs these services and supplies.
